National Human Rights Commission Visits Central, Borstal, and Women Jails

Ludhiana, September 20, 2026: National Human Rights Commission (NHRC) Special Monitor Balkishan Goyal visited the Central Jail, Borstal Jail, and Women Jail in Ludhiana as part of his scheduled tour program.
District Social Security Officer Varinder Singh Tiwana, District Child Protection Officer Rashmi, and other district administration officials were present during the visit.
During the jail visits, Special Monitor Balkishan Goyal reviewed food facilities and held a detailed discussion with the superintendents of all three jails regarding inmate welfare. During the meeting, he clearly stated, "First, implement necessary minor improvements within the jail, and further improve the food quality. Additionally, skill development courses must be made compulsory, especially for the youth in Borstal Jail." He added that women inmates should be trained in making pickles, applying mehndi (henna), and other vocational skills so they can become capable of earning their own livelihood after leaving prison.
He also interacted with inmates regarding meetings with family and delays in bail, directing the jail administration to resolve these minor issues immediately.
Special Monitor Balkishan Goyal suggested that the jail administration introduce a complaint register every month inside the jails and ensure that inmates register their complaints or difficulties in it.
Later, he visited the Children's Home in Doraha and counseled the children. He also visited the Old Age Home at Heavenly Palace, Doraha, checked on the well-being of the elderly residents, and reviewed the food facilities by meeting the local staff.
