Ludhiana, November 11, 2025: Senior Congress leader and Ex-Chairman of Punjab Large Industrial Development Board, Pawan Dewan, has expressed extreme displeasure over the Ludhiana Municipal Corporation’s functioning. Quoting the Swachh Survekshan 2025 report, as per which the city has been ranked as the 2nd dirtiest city in the country, Dewan said, “Ludhiana civic body has miserably failed to ensure proper sanitation facilities.”
 
Perturbed over the city’s poor ranking, Dewan said that he has also written a letter to the Ludhiana Municipal Corporation (LMC) Commissioner Aaditya Dachalwal (Copy Attached) in this regard. I would like to express my concerns regarding Ludhiana being ranked as the 2nd dirtiest city in the country. In a hard-hitting statement issued here, Dewan said that it was extremely shameful that Ludhiana has got the dubious distinction of being the 2nd dirtiest city in India.
 
Pointing out that the city is grappling with poor sanitation and waste management, Dewan said that the drive initiated by the LMC to issue challans to those dumping garbage in the open is a step in the right direction but in the process, the civic authorities seem to have overlooked a significant issue. “Presently, there are no big dustbins and garbage points in the city, where the residents can dump the waste. In such a scenario, people are hardly left with any option but to dump the garbage in the open. Either the Municipal Corporation should ensure the door-to-door lifting of the garbage within the Municipal Limits or the civic body should make proper provisions of dustbins and garbage points, as being done by several other Corporations, including Chandigarh”, said Dewan.
 
Dewan also said that had there been provision for proper lifting of the garbage besides the requisite number of dustbins and garbage points, the city may not have got such a poor ranking of being the 2nd dirtiest city in India. “I would like to request you to immediately convene a meeting of the top brass of the Municipal Corporation and chalk out an action plan on how to make the city clean and green. The Corporation needs to come up with a roadmap to keep the city clean and ensure that in the future, the city gets a good ranking as far as cleanliness is concerned”, Dewan wrote in his letter to the Municipal Commissioner.
