Governor is well within his constitutional rights to call CS and DGP for explanation: Kalia

Jalandhar: Mr Manoranjan Kalia, Former Minister Punjab and Former State B.J.P. President said in a press statement that the Governor Punjab V.P. Singh Badnore is well within his constitutional rights to call Chief Secretary and Director General of Police for explanation on the deteriorating law and order situation of Punjab.

He said the officers belong to Government and the Chief Minister is the Head of the Elected Government and the Government works in the name of the Governor. At the start of Assembly Session, the Governor enumerates the achievements of the Government by saying "My Government" in his Address. Thus the officers do not belong to the Chief Minister but to the Government. To say "My Officers" by the Chief Minister Capt Amarinder Singh is absolutely wrong . It is pertinent to note that while reacting to the calling of Officers by the Governor V.P. Singh Badnore, Chief Minster Captain Amarinder Singh said instead of calling "My Officers", the Governor should have summoned "him".

“It was I who expressed sorrow over the deaths of farmers during the farmers agitation”, he said, adding, “The video clipping of which is available in the public domain.” He added to say that "no B.J.P. leader has expressed sorrow over the deaths of farmers" is absolutely wrong.

Kalia advised Chief Minister Capt Amarinder Singh to have full knowledge of the facts first and thereafter he should comment.
