Chandigarh, February 25, 2026: Former Chief Minister and Leader of the Opposition Bhupinder Singh Hooda today moved an adjournment motion under Rule 66 to discuss the irregularities in the recruitment processes of the Haryana Staff Selection Commission (HSSC) and Haryana Public Service Commission (HPSC).

The motion said that the recent recruitment process under the HSSC and HPSC has undergone a complete and systemic collapse, and the state's recruitment machinery has been completely discredited. Recently, 8,653 advertised posts have been withdrawn. Examinations for Gram Sachiv, Patwari, PGT Teacher, Constable, and Assistant Professor have been repeatedly cancelled due to paper leaks, procedural irregularities, and apparent criminal misconduct and FIRs have been filed in cases involving the HSSC itself.

“The irregularities are so profound that the commissions are unable to even prepare their own question papers. In the recent question paper prepared by the HPSC, 32 questions in the Assistant Professor (Geography) paper were copied verbatim from the Bihar Public Service Commission, and 24 questions in the History paper were copied verbatim from the Chhattisgarh Public Service Commission,” he said.

“The HPSC has now become a rejection commission. In the recently announced PGT Computer Science exam, only 39 out of 5,100 candidates were deemed eligible, meaning 97.7% of the posts remained vacant, with zero selections in the Mewat cadre. In the recently announced Assistant Professor (English) recruitment results, only 151 out of nearly 2,000 candidates were declared qualified, leaving 462 out of 613 posts vacant,” he added.

Hooda said this is happening despite the candidates including UGC-JRF holders, NET qualified scholars, and university gold medalists. This is not incompetence; it is a structure designed to keep Haryana's youth out of government employment. “Recent data confirms that over 60% of sanctioned assistant professor positions are vacant, with subjects such as environment, anthropology, electronics, and statistics experiencing 100% vacancies. Nearly 90% of headmaster positions are vacant, 40% of government colleges have no regular principals, and 30,000 teaching positions remain vacant,” he pointed out.

He said the Common Eligibility Test, introduced as a reform, paralyzed the recruitment process. Group D results were declared before Group C recruitment, pushing qualified candidates into lower positions. Phase II examinations were not conducted for a long time, and 812,000 qualified candidates have become frustrated by the indefinite wait.

“Recently, the Punjab and Haryana High Court struck down the unconstitutional socio-economic bonus marks, affecting 53,000 positions, putting approximately 10,000 employees at risk of termination,” he said.

“Meanwhile, Haryana's own youth are being excluded from numerous Group A and Group B jobs. The most recent recruitment results show that 185 out of 214 Power Utility AE/SDO selections and 69 out of 80 SDO (Electrical) selections went to non-Haryana residents,” he added.

The former Haryana Chief Minister said the current government has turned the constitutional promise of equal opportunity into an endless cycle of advertisements, cancellations, litigation, and frustration. Both recruitment commissions in this state have been transformed from instruments of public service to instruments of public betrayal.
