Former CM Hooda alleges BJP of Hating Haryana and Haryanvis; Hence, Outsiders Are Being Recruited

Haryana Former Chief Minister and Leader of the Opposition Bhupinder Singh Hooda said the ruling Bharatiya Janata Party’s anti-Haryana attitude stands exposed before the people of the state as  the government framed rules that led to the appointment of outsiders in state-level recruitment drives, while the youth of the state have been left out.

Rohtak/Chandigarh, May 13, 2026: Haryana Former Chief Minister and Leader of the Opposition Bhupinder Singh Hooda said the ruling Bharatiya Janata Party’s anti-Haryana attitude stands exposed before the people of the state as  the government framed rules that led to the appointment of outsiders in state-level recruitment drives, while the youth of the state have been left out.

Talking to journalists regarding HPSC recruitments, the strike by sanitation workers, and Rahul Gandhi's visit to Gurugram, Hooda said that 750 farmers sacrificed their lives while protesting against the agricultural laws in the farmers' movement. Consequently, the Congress party formally moved a resolution in the House. In contrast, the BJP did not even provide any compensation to the martyred farmers.

“At that time, the Congress party provided financial assistance to the farmers' families using private funds, and our leader, Rahul Gandhi, raised his voice in their support. Rahul Gandhi and the entire Congress party stood firmly behind the farmers' struggle, ultimately compelling the BJP to repeal the agricultural laws. While the farmers managed to escape the burden of the agricultural laws, the government has yet to fulfill their demand regarding the Minimum Support Price (MSP),” he said.

Hooda also asserted that the BJP government harbors animosity towards Haryana and its people (Haryanvis). “This is precisely why outsiders are consistently being appointed in state-level recruitment drives. Candidates from outside the state are being selected by being awarded higher marks during interviews, while the youth of Haryana are left running from pillar to post in the courts,” he said.

Citing the recruitment process for Assistant Professors in Hindi, Hooda pointed out that out of the 60 selected candidates in the General Category, 41 come from other states. “This same manipulative game is being played across all recruitment processes. By deliberately implementing a 35 percent criterion, youth from Haryana were systematically excluded, while individuals from other states were given priority and recruited,” he pointed out.

Hooda also welcomed the High Court's decision to quash the recruitment process for Assistant Professors in English in Haryana. He declared that the verdict marks a victory for the struggle waged by the youth. “This triumph has not only exposed the government, but has also laid bare the malpractices of the HPSC Chairman appointed by the administration,” he said.

“These individuals have been relentlessly engaged in humiliating the youth of Haryana. However, the court's verdict has made it clear that while the youth of Haryana are indeed qualified, a flawed process was adopted specifically to exclude them from recruitment drives,” he added.

The Leader of the Opposition said that for the 613 posts of Assistant Professor (English), only 151 candidates were selected, leaving the remaining posts vacant. “The government committed a grave injustice against the DSC category, only one candidate was selected out of the 60 reserved seats. Under the pretext of the 35% eligibility condition, the remaining seats were left unfilled,” he said.

“The court's verdict now unequivocally establishes that certain provisions of the government's guidelines dated November 11, 2022, violate Clauses 4, 5, and 6 of the UGC Guidelines, 2018. Consequently, the advertisements issued and the recruitment processes conducted based on these provisions stand in contravention of established norms. The High Court's judgment has laid bare the fact that the BJP government deliberately framed these rules to ensure that the majority of jobs went to outsiders rather than to the youth of Haryana,” he remarked.

Citing examples from the recruitment drives for Assistant Professors in Hindi and English, as well as other sectors, Hooda exposed the government's conspiratorial tactics. He pointed out that in the recruitment for Assistant Professor (Psychology), out of 400 candidates vying for 85 posts, only three were selected.

In the recruitment for Assistant Engineers (AE/SDO) within the Haryana Power Utilities (HPU), 214 candidates were called for document verification, of whom only 29 were from Haryana. Prior to this, in the Civil Irrigation Department, 28 out of 49 selected candidates were from outside Haryana. For the SDO (Electrical) posts, 78 out of 80 selected candidates were outsiders, with only two hailing from Haryana.  Similarly, in the Technical Education Department, 106 out of 153 candidates selected for the post of Lecturer were outsiders.

In the recruitment for SDE (Civil) within the Development and Panchayat Department, the HPSC selected 19 candidates from other states against the 48 posts reserved for the General Category. Earlier, in December 2023, the government recruited seven Block Development and Panchayat Officers (BDPOs), four of whom were non-Haryanvis.

“In other words, more than half of the appointees were from outside Haryana. In the SDO (Electrical) recruitment held in February 2021, 77 of the selected candidates were from outside the state, while only 22 were from Haryana. This was the very same recruitment process that had been cancelled prior to the 2019 elections—a cancellation prompted by the fact that, in the initial selection round, 78 out of the 80 available positions had been filled by candidates from outside the state,” he pointed out.

Similarly, in the recruitment for Lecturer Group-B (Technical Education), 103 out of the 157 candidates selected under the General Category were from outside Haryana. In 2019, during the recruitment for Assistant Professor (Political Science), 11 out of the 18 candidates selected were outsiders, with only 7 being from Haryana.

Furthermore, for the Department of Agriculture, the HPSC had initiated a recruitment drive for 600 ADO positions. However, only 57 candidates qualified and were called for interviews, and ultimately, only 50 of them were selected. Surprisingly, in this recruitment process, candidates from outside Haryana were selected for 16 of the 23 positions reserved for the General Category.

Reiterating his support for the demands of the sanitation workers, Former CM Hooda said that the government must take immediate cognizance of the matter, accept their demands, and work towards bringing an end to the ongoing strike.
