District Administration to Ensure Time-Bound Resolution of Villagers’ Issues: DC Sachin Gupta
Deputy Commissioner Sachin Gupta assured residents of Bainsi village that all issues concerning the village will be resolved on priority and in a time-bound manner, reiterating the district administration’s commitment to grassroots governance, basic civic services and sustainable rural development.
Rohtak, February 26, 2026: Deputy Commissioner Sachin Gupta assured residents of Bainsi village that all issues concerning the village will be resolved on priority and in a time-bound manner, reiterating the district administration’s commitment to grassroots governance, basic civic services and sustainable rural development.
The Deputy Commissioner was interacting with villagers during the “Administration at Your Village” and Night Halt Programme organised at the Ramlila Ground, Bainsi (Lakhan Majra block). He emphasised that direct engagement, overnight presence in villages, and coordinated departmental action are key to effective grievance redressal and inclusive governance.
During the programme, the Deputy Commissioner announced the following major works:
• Construction of village phirni at an estimated cost of ₹76 lakh, to be taken up after completion of procedural formalities
• Boundary wall construction and earth-filling work at the village stadium at a cost of ₹55 lakh, aimed at strengthening sports infrastructure
• Assurance that no waterlogging will be allowed, with advance preventive measures to be undertaken
Stressing that safe drinking water is a top priority, the Deputy Commissioner appealed to villagers to regularise illegal water connections, stating that unauthorised connections affect both water quality and equitable distribution.
In line with environmental sustainability, he informed that the district administration is actively working towards strengthening the plastic waste management system at the village level. Measures include:
• Segregation of plastic waste at source
• Safe collection and channelisation through authorised agencies
• Awareness among households and Panchayat representatives to reduce plastic litter and open dumping
These steps, he said, are essential to maintaining village sanitation, protecting soil and water resources, and improving overall living conditions.
Highlighting the importance of education and digital inclusion, the Deputy Commissioner said that efforts are being made to establish and strengthen e-library facilities in rural areas. These e-libraries will provide students access to digital learning resources, competitive exam material and online content; will serve as a knowledge hub for youth preparing for higher education and government services and will also promote reading habits and digital literacy among rural children and adolescents.
On demands related to Paving of agricultural field paths, Construction of tin sheds, and Strengthening of pond retaining walls; the Deputy Commissioner said that technical feasibility assessments will be carried out, followed by phased execution of the works.
The Deputy Commissioner personally heard grievances and issued on-the-spot directions to concerned officers. On the occasion, approval letters for the Old Age Pension were distributed to six beneficiaries - Naseeb, Darshan, Sundar Lal, Dharambir Singh, Santosh and Kanta - under the Social Justice & Empowerment Department.
As part of the night halt programme; a health camp examined around 200 villagers, including OPD services, anaemia screening and free medicines. Multiple departments also set up stalls, including Health, Agriculture, Fisheries, Animal Husbandry, Public Health Engineering, MSME, Social Justice & Empowerment, SC & BC Welfare, Antyodaya, Women & Child Development, PMAY, PMMVY, PM Surya Ghar Muft Bijli Yojana, Horticulture, Financial Literacy and District Sainik Welfare.
Earlier in the day, Additional Deputy Commissioner Narender Kumar visited the village under the “Administration at Your Village” programme, inspected civic amenities, heard grievances and issued instructions for prompt redressal and better upkeep. He reiterated the administration’s resolve towards transparent, accountable and citizen-friendly governance.
The Gram Panchayat accorded a traditional welcome to the Deputy Commissioner and senior officers by presenting pagris and mementoes. Sarpanch Aman Jangra welcomed the officials, apprised them of local issues and submitted a memorandum of village demands.
The programme was attended by ADC Narender Kumar, ASP Prateek Aggarwal, RTA Secretary Virender Singh Dhull, City Magistrate Ankit Kumar, DSP Rishabh Sodhi, DDPO Rajpal Chahal, and senior officers from power, irrigation, agriculture, fisheries and social welfare departments.
