Dewan Slams civic collapse in Ludhiana (West), calls for urgent action by Municipal Commissioner
Former DCC President warns of outdated sewer lines, dug‑up unrepaired roads
Ludhiana, May 3, 2026: Former president of District Congress Committee, Ludhiana (Urban) and Ex-Chairman of Punjab Large Industrial Development Board, Pawan Dewan, has expressed extreme dismay that most areas of the city—particularly those under the Ludhiana (West) constituency—are still grappling with basic civic amenities, leaving residents feeling harassed and neglected.
In a letter to Municipal Commissioner Dr. Neeru Katyal Gupta, Dewan highlighted that the decades old sewer pipeline network in Ludhiana West is extremely narrow and outdated and grossly inadequate to handle the sewerage load, particularly during the monsoon season. He pointed out as a result, large parts of the constituency continue to struggle without a proper sewerage system, with even posh localities facing acute backflow after brief rainfall—turning the situation into a ‘civic nightmare’ and exposing residents to stench, disease and grave health risks.
Stating that the houses are flooded with filthy water, spreading stench and disease and posing grave health risks, Dewan further pointed out that every monsoon season, Ludhiana Municipal Corporation (LMC) claims to undertake de‑silting of sewer lines but this exercise remains confined to paper. He emphasized that the permanent solution lies in replacing the old pipelines with larger ones and strongly demanded that new, wider sewer lines be laid without delay. In the meantime, he urged that all sewer points (Up & Down) in Ludhiana (West) be cleaned thoroughly with Super Suction Machines before the onset of the monsoon season to provide immediate relief to residents.
Dewan has also highlighted the canal-based water supply project currently underway in Ludhiana, aimed at replacing groundwater with treated water. “While pipelines are being laid, the roads in many areas have been dug up and left unrepaired, causing residents immense hardship and creating a looming threat of accidents”, he rued.
Dewan pointed out that the risk is particularly severe in localities such as Javadi Road, Model Town Extension, Sarabha Nagar and parts of Model Town, where these unrepaired stretches lie in close proximity to schools, posing a serious danger to the safety of students. He urged the Municipal Commissioner that the matter be looked into urgently and immediate instructions issued to ensure that whichever road is dug up for pipeline laying is repaired and carpeted without delay, immediately after the completion of the work.
Dewan has also stressed the urgent need for a proper fogging exercise across city areas to prevent malaria, dengue and other vector borne diseases. He warned that dengue and similar illnesses pose a grave threat to public health and can even claim precious lives if not controlled effectively. In the interest of public safety, he demanded strict instructions to civic staff to launch fogging drives without delay, ensuring they are carried out regularly.
Concluding his remarks, Dewan stated, “What makes the situation truly alarming is that the Local Government Minister is himself a Ludhiana native and MLA from Ludhiana (West). If his own constituency is reeling under such civic collapse, one can only imagine the misery faced by the rest of Ludhiana and Punjab.”
