DC Sachin Gupta Sets 15-Day Deadline to Fix Blackspots in Rohtak

Rohtak, January 29, 2026: Deputy Commissioner Sachin Gupta today chaired a high-level meeting of the District Road Safety Committee and Surakshit School Vahan Policy, issuing firm and time-bound directions to curb accidents and fatalities arising from road-infrastructure deficiencies across the district.

The DC made it clear that any death caused by missing signage, potholes, illegal median openings or poor lighting will be treated as an administrative failure, and personal accountability of concerned agencies and officers will be fixed.

“Our objective is to ensure zero fatalities in Rohtak due to road-infrastructure shortcomings,” he asserted.

Reviewing recent accident statistics, the DC said that while fatalities and crashes in the district have shown a declining trend, engineering improvements, better maintenance and coordinated enforcement are essential to further reduce loss of life.

He directed all road-owning agencies to complete safety arrangements at all identified blackspots by February 15, warning that if any fatal accident occurs due to non-compliance, the district administration will recommend strict disciplinary action against responsible officers.

The District Administration reaffirmed its commitment to coordinated, result-oriented action among Police, RTA, Municipal Corporation, PWD, HSVP and NHAI to make Rohtak’s roads safer for every citizen.

The DC ordered that:

• Top fatal corridors and blackspots will be monitored weekly, and engineering safety-audit reports must be submitted within 30 days.
• All December fatal-crash locations will be permanently rectified within one month, while temporary safety measures such as cones, barricades, blinkers and signage must be installed within 72 hours.
• If another fatal crash occurs at an already-flagged site, explanation memos will be issued to the concerned Executive Engineer or PIU head and responsibility will be fixed.
• Pedestrian-safety audits on National Highways, bypasses, hospital zones and school areas will be completed within 21 days, and encroachments on footpaths removed jointly by Police and urban local bodies.

The DC ordered zero-tolerance enforcement against helmetless riding, drunken driving, wrong-side driving and illegal parking through:

• Weekend special drives
• CCTV-based challans
• Joint Police–RTA enforcement operations

All road-owning agencies were further instructed to declare at least one “Model Road” in 2026. ATRs pending beyond 30 days will be reviewed strictly, and defaulting officers must appear personally in the next DRSC meeting.

DC Sachin Gupta conducted a detailed review of dozens of newly identified accident-prone points, particularly along NH corridors. For the top-15 hotspots:

• Nodal engineers will be nominated
• DPRs will be prepared within three months
• Interim safety works must be completed within 15 days
• Weekly progress reports will be submitted to the ADC

Where resistance is faced in closing illegal median cuts or traffic regulation, the District Administration will extend full magistrate support to ensure implementation.

He announced that the next DRSC review meeting will be held after 15 days, and in the interim, the Regional Transport Authority will conduct joint field inspections on February 5 with all road-owning agencies to physically verify compliance on the ground.

The DC directed Sub-Divisional Magistrates to conduct regular inspections of school buses and initiate action against violations. He informed that:

• 122 school buses were checked last month, with two challaned.
• During 2025, 1,298 school buses were inspected and 26 challaned.
• In December alone, 8,714 challans were issued for traffic violations, including helmetless riding, seat-belt violations, speeding, drunken driving, wrong parking and wrong-side driving.
• 92 licences were recommended for suspension in December.
• The RTA collected ₹96.26 lakh in December through enforcement action.

Among those present at the meeting were RTA Secretary Virender Singh Dhull, SDM Meham Vipin Kumar, DSP Ravi Khundia, DDPO Rajpal Chahal, CM Governance Associate Tanumay Datta, along with senior officials of Police, Municipal Corporation, PWD, HSVP, NHAI and other departments.
