DC Sachin Gupta directs to Ensure Strong Prosecution in Courts to Secure Convictions in Drug-Trafficking Cases

Rohtak, February 9, 2026: Deputy Commissioner Sachin Gupta has directed all concerned departments to ensure robust prosecution in courts in cases related to drug trafficking so that offenders involved in the illegal narcotics trade are awarded strict punishment under the law.

Addressing a review meeting on identified crimes and NCORD at the Mini Secretariat here along with Superintendent of Police Surender Singh Bhoria, the Deputy Commissioner said that strong evidence-based cases and effective legal follow-up would help curb the menace of drugs in the district.

It was informed during the meeting that 59 cases registered under identified crimes are currently under trial. The Deputy Commissioner reiterated that illegal sale of intoxicants would not be tolerated in any circumstances. The Drug Control Officer reported that chemist shops are being inspected regularly and that a case has been registered against one medical store owner under the NDPS Act, while two drug peddlers have been arrested.

The Deputy Commissioner instructed that all identified-crime cases be categorised systematically for focused monitoring. Stressing the importance of prevention, he directed the Health and Social Welfare Departments to organise village-level awareness programmes in a planned manner to keep youth away from substance abuse. The District Education Officer was asked to organise painting and debate competitions in schools after annual examinations to promote drug-free living.

DC Sachin Gupta also ordered identification of major suppliers in the district and strict action against them. All SDMs were directed to hold meetings with teachers, ASHA and Anganwadi workers in their respective areas to gather actionable intelligence related to drug trafficking and consumption. The Civil Surgeon was instructed to conduct surveys through ANMs, MPHWs and ASHA workers to identify drug-dependent persons and upload the data on the “Prayas” app.

All de-addiction centres in the district will be inspected, and action will be taken against illegally operating facilities. Directions were also issued to strengthen infrastructure at the de-addiction centre of PGIMS Rohtak and other such facilities.

The Deputy Commissioner highlighted that under the zero-tolerance policy, the district administration has intensified action against supply, trafficking and consumption of narcotics. As a result of sustained NCORD reviews, NDPS cases have witnessed a significant decline—from 22 cases with 48 arrests between January 1 and February 9, 2025, to 10 cases with 18 arrests during the same period in 2026. Commercial-quantity cases have also reduced from four in 2025 to one in 2026.

Under Section 68-F of the NDPS Act, 44 property-attachment proposals have been sent to the competent authority so far, of which 43 have been approved, resulting in freezing of assets worth approximately ₹6.77 crore. During 2026, five such proposals were forwarded, four of which have been sanctioned, leading to freezing of properties worth about ₹24.8 lakh.

DC Sachin Gupta emphasised that the administration’s focus extends beyond arrests to dismantling financial networks of traffickers by attaching illegally acquired assets. He appealed to citizens to share any information related to narcotics with the police or administration to help achieve the goal of a drug-free Rohtak.

The meeting was attended by SDM Maham Vipin Kumar Sharma, Drug Controller Mandeep Mann, District Attorney Surender Pahwa, Programme Officer (WCD) Deepika Saini, and officers from various departments.
