Nilokheri, December 31, 2025: Participants should not limit themselves to just the training; but they should take a pledge and carry out revolutionary work in the areas of cleanliness, good governance, and social awareness in their villages. Dr. Virender Singh Chauhan, Director of the Haryana Institute of Rural Development (HIRD) made this appeal to the participants at a one-day training program on the Swachh Bharat Mission – Rural theme, organized at the institute under Good Governance Day.

The program outline was presented by HIRD faculty members Sandeep Bhardwaj and Sushil Mehta.

HIRD Director Dr. Virender Singh Chauhan, while elaborating on the concept of good governance, said that cleanliness is not just a government campaign, but a matter of social consciousness and responsibility. Remembering the former Prime Minister Atal Bihari Vajpayee, he said that Atal Ji was a remarkable personality whose life was a symbol of transparency in thought, conduct, and policy. Atal Ji used to say that there should be transparency in democracy and the government should run on the basis of trust, not through temptation or pressure.

Dr. Chauhan said that Atal Ji's statement that "we will not run the government by buying MPs, but will govern on the basis of moral values" is still relevant today. He said that Vajpayee worked to connect the country's villages to the mainstream of development. He considered road connectivity a right for villages and provided economic strength to farmers through schemes like the Kisan Credit Card. Atal Ji's special quality was that he faced even the most difficult situations with a smile, which is an inspiration for today's public representatives and officials.

Giving the message of adopting indigenous cows, Dr. Chauhan said that if every village and every household has an indigenous cow, then the rural economy, health, and environment will all benefit. He also administered a pledge to prioritize the Hindi language, saying that Hindi should be used as much as possible in official work, administration, and daily life, because Hindi is our cultural identity and the soul of our administration.

Dr. Virender Singh Chauhan said that the Haryana government is working on a comprehensive plan to promote libraries in rural areas, under which 998 libraries have been sanctioned across the state. These libraries will provide rural youth with better opportunities for studying, preparing for competitive exams, and acquiring knowledge.

The program was attended by experts from the State Panchayat Resource Center, including Neelam Chhikara, Resource Persons Narayan Dutt, Nirmala, Jyoti, R.C. Punia, Naveen Bhardwaj, Gunjan, Lalita Rathi, Sandeep Kumar, and other participants.
