Capacity Building is the Strongest Cornerstone of Good Governance and Effective Service Delivery: HIRD Director Dr. Chauhan
Nilokheri, July 6, 2026: The success of rural development schemes is ensured not merely by resources, but by the working style of trained and sensitive officials. Capacity building is the strongest cornerstone of good governance and effective service delivery. Dr. Virender Singh Chauhan, Director of the Haryana Institute of Rural Development (HIRD), expressed these views while addressing participants—comprising Block Development and Panchayat Officers (BDPOs) and Executive Engineers from various states—at the commencement of a six-day training program.
The training program was inaugurated by HIRD Director Dr. Virender Singh Chauhan by lighting the ceremonial lamp. Program Coordinator Kamaldeep Sangwan delivered the welcome address and outlined the program's structure.
HIRD Director, Dr. Chauhan stated that Block Development and Panchayat Officers constitute the most crucial administrative link in effectively implementing rural development schemes on the ground. The actual benefits of public welfare schemes launched by the Central and State governments can reach the last person in the queue only when officials discharge their duties with complete integrity, transparency, sensitivity, and innovation.
He added that by adopting the knowledge, new techniques, practical experiences, and best practices gained during the training in their respective areas of work, officials can not only ensure the effective implementation of schemes but also provide new direction and momentum to the holistic and sustainable development of rural India by making Gram Panchayats self-reliant, empowered, and development-oriented.
Program Coordinator Kamaldeep Sangwan informed that during this six-day training program, experts would provide detailed training to the participants on subjects such as various schemes of the Ministry of Rural Development, Panchayat administration, financial management, leadership skills, good governance, digital innovation, and practical case studies, enabling them to discharge their duties more effectively and in a result-oriented manner.
Dr. Akanksha Shukla and Dr. Sucharita Pujari from the National Institute of Rural Development and Panchayati Raj (NIRDPR), Hyderabad, stated that the objective of the capacity-building program is not merely to impart knowledge but to further strengthen the officials' operational efficiency, leadership capabilities, decision-making skills, and positive attitude towards public service. They mentioned that during the training, participants would be introduced to case studies, innovations, good governance, and best practices in rural development, enabling them to ensure the more effective and result-oriented implementation of schemes in their respective areas of work.
Officials and participants present on the occasion included Sandeep Kumar from HIRD; Gurvinder Singh, Consultant at NIRDPR; and BDPOs Rishabh, Anu, Rakesh Singh, Ashutosh, and Somveer Khatkar.
