Winter session of HP Assembly will start from Dec 10 in Dharamsala: Parmar

Dharamsala, December 2, 2021: Speaker of Himachal Assembly  Mr  Vipin Singh Parmar said, “ the winter session of the Legislative Assembly will be held at Tapovan Sidhbadi in Dharamsala from December 10 to December 15 and  a total of five sittings will be held in this  session, while one day has been earmarked for the non-official member's day. Instructions have been given to the officers to ensure complete compliance of the Covid protocol during the assembly session.” This would be the 1st assembly session after the by-elections, in which the opposition Congress has won all three seats with a thumping vote share.
There is a tradition of conducting the winter session in Dharamsala with the entire government, including the CM, ministers, MLAs, bureaucrats and other officials, moving here from Shimla. It was way back in 1994 that Virbhadra Singh as CM introduced a winter sojourn when he along with the entire ministry and government machinery would spend a fortnight travelling in various parts of Kangra, Chamba and Hamirpur to hear the people out and see for himself the progress of development works. In 2004, he went in for a full-fledged Vidhan Sabha.
 And since then the winter session of the HP assembly was being conducted at Dharamsala. The spread of Covid last year restricted this tradition and the assembly was conducted in Shimla last year
Presiding over a meeting about the  preparations for the winter session in the assembly hall at Tapovan on Thursday, Vipin Singh Parmar said that during the assembly session, instructions have been given to make elaborate security arrangements in Dharamsala and its surrounding areas. The police have also been asked to prepare a traffic plan so that there is no inconvenience at any level.
He said that during the Vidhan Sabha session, a special place would also be marked for health facilities and Covid testing etc. so that the people coming from outside during the session could be tested for covid before entering the assembly area.
On this occasion, Deputy Commissioner Dr Nipun Jindal, Superintendent of Police Khushal Sharma, SDM Shilpi Bekta and officers of various departments were present.
