To really achieve the target of smart cities in quality and in least time, we need permanent chairman and chief executive officer, so that long time focused mind can be applied to achieve targets under smart city mission.

 

Moreover head of every upcoming smart city must be an architect or planner, who can work non stop like late architect Le Corbusier who did all work single handedly for Chandigarh and similarly Sridharan did for Delhi Metro . Same was concept of MoUD when SCM started.

 

Cities can't be planned , designed and executed during five year term of elected representatives as it's long term continuous process like it's happening in developed countries. To make existing cities more livable or smart is a complicated task for even an experienced architect and we cannot understand how non technical can lead and do  !

 

With frequent transfers of senior functionaries ( the way Mr Venu Parsad got transferred as he was involved as chairman for all three upcoming  Punjab smart cities ) involved in smart city mission desired results cannot be achieved even in longer duration.

 

There must be separate permanent office of smart city company in respective city and all meetings , decisions including meetings of board of directors must take place there only .

 

Project Management Consultants getting huge fee must perform excellently and fast to provide imm relief to citizens .

 

On an average a director is transferred within 2-3 months out of app ten directors in smart city . Why Government is unable to appoint permanent experienced team of experts for smart city ?

 

Long time team work is must with best coordination to deliver good results of smart cities to public.

Moreover in India decisions of Central Government gets slow down,  if state Government is from another political party .

 

Ludhiana and other cities of Punjab need full time planning - architectural offices like in Chandigarh for fast development of city without any political interference.
