Nilokheri, August 13, 2026: Technical efficiency, transparency, timely execution and accountability are essential to ensuring the quality and sustainability of development works, said Dr. Virender Singh Chauhan, Director, Haryana Institute of Rural Development (HIRD), Nilokheri.
He was addressing participants during a three-day training programme organised at HIRD in collaboration with the Quality Assurance Authority, Haryana. The programme focused on quality assurance, technical standards and effective monitoring of construction works.
Dr. Chauhan said a large number of development projects are undertaken in rural areas through Panchayati Raj Institutions, making it imperative for technical officials and engineers to ensure adherence to prescribed quality standards. Along with technical knowledge, engineers must have a sound understanding of regular inspection, quality testing, record maintenance and applicable rules and procedures.
He urged the Junior Engineers to apply the technical and practical knowledge gained during the training in their respective fields. Regular training and familiarity with emerging technologies, he said, would enhance efficiency and help make rural development works more durable, transparent and people-oriented.
Programme Coordinator Dr. Sushil Mehta said the training aimed to familiarise participants with the technical and practical aspects of quality assurance in development works, including quality standards, inspection procedures and effective monitoring mechanisms.
Arun Bhatia, Sub-Divisional Officer, Panchayati Raj, Karnal, and Vipin Sharma, Technical Head, Quality Assurance Authority, Haryana, also addressed the participants. The experts elaborated on compliance with technical standards, quality of construction materials, inspection procedures and quality assurance practices, explaining key aspects through practical examples.
Junior Engineers and technical officials from Panchayati Raj departments of various districts participated in the training and shared practical experiences and technical challenges encountered in their respective fields.
