Shared Resources to Strengthen Capacity Building: HIRD Director Dr. Chauhan

Nilokheri, August 25, 2026: A strong network of government training institutions and better sharing of resources can give fresh momentum to capacity building, Haryana Institute of Rural Development (HIRD) Director Dr Virendra Singh Chauhan said at an online meeting on the Unnati portal organised by the Capacity Building Commission, Government of India.
The meeting, chaired by HIPA Director General, Manoj Yadav, IPS, discussed bringing government training institutions onto a common platform, sharing training resources and making capacity-building initiatives more effective.
Dr Chauhan described the Unnati portal as a significant initiative to bring government training institutions across the country together. He said greater coordination between central and state training institutions would enable optimum use of available resources and accelerate capacity-building efforts.
He said training institutions in Haryana are also being linked with the portal in phases, opening up greater opportunities for sharing knowledge, training material and expertise.
The HIRD Director suggested that training for elected representatives, contractual personnel and voluntary organisations should also be brought under the portal. This, he said, would broaden the reach of capacity-building programmes and make their impact more effective.
Unnati Principal Adviser Chandra Lekha explained the portal’s functioning and utility, while HIRD Assistant Professor Kamaldeep Sangwan shared inputs on coordination among training institutions and better utilisation of resources.
