SEPC, WinZO sign MoU to Unlock Export of Tech & IP of ‘Made in India’ Games

New Delhi, August 20, 2025: The Services Export Promotion Council (SEPC), set up by the Ministry of Commerce & Industry to create global export opportunities for India’s services sector, and WinZO, India’s largest social gaming and interactive entertainment platform, have signed a landmark three-year Memorandum of Understanding (MoU) to promote the export of cutting-edge technology and intellectual property (IP) from the country’s fast-growing gaming industry.

This strategic partnership aims to position India as a leading exporter of “Made in India” games, strengthening the country’s footprint in the $300 billion global gaming market. According to the India Gaming Report 2025, India accounts for approximately 20% of the world’s gaming user base and 15.1% of all global gaming app downloads. The sector has attracted nearly USD 3 billion in foreign direct investment (FDI) over the past five years, is home to 1,888 gaming startups, and is projected to grow from USD 3.7 billion in 2024 to USD 9.1 billion by 2029 at a CAGR of 19.6%.

As part of this partnership with SEPC, WinZO will take Indian game developers to showcase their best games and gaming technology at the India Pavilion during Gamescom, Germany, this month and other global events. This initiative will help Indian developers connect with global publishers, investors, and industry leaders at Europe’s largest gaming event and on a truly global stage.

The MoU will drive initiatives that address long-standing challenges for India’s gaming ecosystem, such as startup incubation, funding, monetization, and talent development. It will also expand WinZO’s flagship Bharat Tech Triumph Program, which has previously showcased Indian talent at prestigious forums, including the Game Developers Conference (GDC), Gamescom LATAM and Startup Mahakumbh.

A key pillar of the collaboration is WinZO’s Global Center of Excellence (GCoE), established with the Department for Promotion of Industry and Internal Trade (DPIIT), which promotes world-class Indian IP in global markets. By creating a conducive business environment, protecting IP, and attracting FDI, the partnership aims to open new international business avenues for Indian developers.

This first-of-its-kind national-level collaboration will also focus on building a strong skilling foundation for developers, influencers, innovators, and students, fostering a vibrant creator economy and creating new-age jobs. The initiative aligns with Prime Minister Narendra Modi’s vision of an Atmanirbhar Bharat and seeks to capture a 20% share of the global gaming industry in line with its share of global user base.

Karan Rathore, Chairman, SEPC, expressed, “This initiative will have a profound impact on game developers, empowering them with new opportunities, resources, and a global platform to showcase their creativity and innovation.”

Dr Abhay Sinha, Director General, SEPC, added, “We believe this partnership with WinZO will play a significant role in harnessing India’s potential as an exporter of new age and creative services such as gaming. Through this MoU, we have aligned WinZO’s and SEPC’s core philosophies with a targeted focus on creating and unlocking global export opportunities for the gaming ecosystem and leveraging India’s rich cultural heritage and talent pool.”

Saumya Singh Rathore, Co-Founder of WinZO, said, “We are honoured to partner with SEPC and showcase India’s top game developers at Gamescom. Through this MoU, we align our joint vision to scale India’s gaming ecosystem to new heights by creating global platforms and opportunities to showcase ‘Made in India’ games aligning with the vision of our Hon’ble Prime Minister. The socio-economic potential of online gaming in India offers untapped potential, creating multifold opportunities for employment, skilling, exporting tech & IP, and promoting Indian culture globally. Through this partnership, we intend to leverage the potential of online gaming in India to support India’s journey to a $5 trillion economy. ”
