Payal (Ludhiana), February 1, 2014: Justice S.K. Mittal, Judge of Punjab and Haryana High Court today said the rural areas of state would get Free Legal Aid Clinics for the facilitation of rural population. 

Justice Mittal accompanied by Speaker of Punjab Vidhan Sabha Charanjit Singh Atwal was addressing gathering here after inaugurating new court and Legal Aid Clinic.  He said as per the provisions of Indian constitution there were provisions to provide easy, expeditious and inexpensive justice to common masses, needy people and to every citizen of country and government should come forward in this regard, so no one could deprive of justice. 

Requesting the rural population of state, Justice Mittal called upon to resolve the petty issues on Panchayats level with a view to save energy, precious time and money of residents of villages.  He said that every year more than 5.5 lakh cases were filed in High Court from Punjab and the number of cases from Haryana was nearly 6 lakh out of which more than 6 lakh cases disposes off annually. He informed that under unique scheme introduced by Punjab and Haryana High Court the pendency of cases were being reduced drastically and the pending cases of 5 to 10 years would be disposed of by March 31, 2014. He said the needy, poverty stricken, Scheduled Castes, Scheduled Tribes, unemployed, mentally challenged, women, children and weaker sections of the society besides people having less than 1.5 lakh annual income should take full advantage of free legal aid clinics opened in every court of Punjab. He said under this scheme all the legal expenses bears by the government. 

On a proposal of Charanjit Singh Atwal, Justice Mittal assured to setup Court Complex of 4 judges at Payal. Atwal also thanked Justice Mittal for setting up of new court at Payal and said that Punjab government would provide sufficient land to setup 4 judges court. He said that with the setting up of this court a long pending demand of Payal residents and population of adjacent areas has been fulfilled.  Prominent amongst those present on the occasion included Civil Judge (Junior Division) cum Judicial Magistrate Rashpal Singh, who also took over the charge in the presence of Justice Mittal.
