RCF has launched PARDARSY (Partners Direct Access and Registration System) portal for vendors

Kapurthala: RCF had made it a mission to minimize human interaction in this vital area by computerization and use of latest technology.  In this context RCF Kapurthala has launched PARDARSY (PARtners Direct Access & Registration SYstem) portal for its vendors. Introduction of this portal, physical visit of the suppliers/ vendors to RCF has could be totally eliminated. Now all the above activities will be carried out through internet on RCF newly launched website pardarsy.railnet.gov.in.  This has the following special features:

a.    Electronic Dispatch Note- Earlier supplier had to submit many documents in paper form at the time of material delivery which was checked by RPF and Stores involving hours but now it has been digitized and is done in a matter of seconds by QR code. The vendors can login into RCF computer system through Digital Signatures (DSC) to submit the Lorry & dispatch details of the material which are verified at Workshop gate through scanning the QR code provided on Dispatch Note which automatic filles all the information in RCF computer system and an Unloading Sequence is generated for unloading the lorry for avoiding the un-necessary delay at Receipt Branch. This has resulted in bringing 100% transparency and saving of at least 1-2 hours per lorry.
b.    Digital Receipt Note/Receipt Order - After supplying the material through the dispatch note and suppliers were earlier required to physically collect its receipt note and receipt order for getting payment which could take anywhere from 3 days to 15 days depending on the location of the supplier besides forcing the suppliers/ suppliers’ representative to interact with several RCF officials.  Now these 15 days have been brought down to less than 15 seconds and as soon as the receipt order is generated which is automatically sent through e-mail to the supplier.
c.     Electronic Bill (e-Bill) – Earlier the supplier had to physically deposit the bill.  This was very uncomfortable and time consuming for suppliers located in remote places.  Now with the new computerized system, when RO is received by the vendor electronically, the vendor can submit their digitally authenticated (DSC) bills online which will be verified by finance and its payment too done electronically.

With the introduction of this system, the supplier or their representatives will no longer be required to come to RCF at any stage from tendering to billing. This system also ensures 100% transparency of work facilitates ease of doing business with RCF. This type of transparent and fast business system will also attract new vendors. RCF has become the first and only unit of Indian Railways to start 100% online service of this kind.

It is worthful to mention that RCF has taken many initiatives like Displaying vendor bill payment online status on website, Auto unloading sequencing for lorries, Online capacity cum capability assessment of new vendors etc. for making business ease and transparent dealing for its supplier.
