Quality, Not Just Completion, Must Define Haryana’s Development: HIRD Director Dr. Chauhan

Nilokheri, August 22, 2026: Dr Virender Singh Chauhan, Director of Haryana Rural Development Institute (HIRD), has called for strict adherence to technical standards and quality testing to ensure durable and sustainable rural development works.
Addressing the concluding session of a three-day training programme organised jointly by the Quality Assurance Authority, Haryana, and HIRD, Dr Chauhan said the success of a development project should not be measured merely by its completion but by its quality and durability.
Citing Japan’s reputation for technology and quality, he said the identity of a developed India and a developed Haryana should likewise be built around high-quality infrastructure. Since rural construction works directly affect people’s lives, quality, transparency and compliance with prescribed technical standards must remain top priorities.
Dr Chauhan urged trainee engineers to treat the programme as an opportunity to strengthen their technical skills rather than a formality. He said the real success of training lay in applying updated technical standards, quality-testing procedures and modern practices at the grassroots level.
Programme coordinator Dr Sushil Mehta said the training aimed to provide Panchayati Raj Department junior engineers with practical knowledge of quality assurance, technical inspection, construction material testing and compliance with prescribed standards.
HIPA Principal A.C. Sharma stressed the need for continuous capacity building of technical officials to improve the quality and execution of development works.
Technical Quality Assurance Head Vipin Sharma, consultant Shankar Jindal, R.K. Arora and training coordinator Pooja Vohra briefed participants on quality standards, inspection procedures, technical testing and monitoring mechanisms.
Assistant Professor Sandeep Bhardwaj, Junior Engineers Tannu Yadav, Deepak, Sumit and Ritu, besides other engineers, officials and staff of the Panchayati Raj Department, attended the programme.
