Punjab Youth Congress Criticises Punjab Police’s E-Challan Drive
Angad Dutta says, “Give people basic facilities first, then impose challans.”

Jalandhar, October 03, 2025: Punjab Youth Congress Secretary Angad Dutta has strongly criticised the Punjab Police for launching the e-challan system in Jalandhar from September 29 without ensuring basic infrastructure in the city.
Dutta today shared a video from BSF Chowk, Jalandhar, one of the busiest intersections in the city, where traffic lights have not been working for over three to four months. “People are left confused whether to stop or move forward. If they cross, their online challan is deducted automatically. This is nothing less than harassment,” he said.
Calling the implementation of the e-challan system a form of “dictatorship”, Dutta said no awareness campaigns were held in the city—not in colleges, not at major chowks, and not through public outreach. “They have started this system in a dhakka style without informing citizens,” he added.
He further criticised the condition of the city’s infrastructure, stating that most traffic lights are non-functional, roads are damaged across Jalandhar and waterlogging continues to trouble residents in several areas.
“If the government wants people to follow traffic rules like in foreign countries, then they must first provide infrastructure of international standards. Punjab Police is already collecting maximum revenue through offline challans, but that money is not being used for the betterment of Jalandhar,” Dutta said.
The Punjab Youth Congress leader demanded that the administration fix traffic lights, repair roads, and solve water issues first before penalising citizens through challans.
