Punjab Pradesh Beopar Mandal Warns Ludhiana Administration Against Harassing Small Traders During Diwali Season
Punjab Pradesh Beopar Mandal has issued a stern warning to the Ludhiana Municipal Administration, urging it not to harass small traders and vendors during the Diwali festival period. The organization also extended warm greetings to traders across the state on the upcoming Diwali, to be celebrated on October 21.

Ludhiana, October 16, 2025: Punjab Pradesh Beopar Mandal has issued a stern warning to the Ludhiana Municipal Administration, urging it not to harass small traders and vendors during the Diwali festival period. The organization also extended warm greetings to traders across the state on the upcoming Diwali, to be celebrated on October 21.
A key meeting of the Punjab Pradesh Beopar Mandal was held today at its office located at Mata Rani Chowk, Ludhiana. The meeting was attended by State General Secretary and Member of the Central Government’s Traders Welfare Board, Sunil Mehra, State Secretary Ayush Agrawal, District President Parveen Goyal, District General Secretary Parveen Sharma, along with Umesh Soni, Narender Bhatia, and Rakesh Singal, President of the Finance Advisory Association.
Addressing the meeting, the leaders said that the festival of Diwali brings joy and hope to all sections of the trading community as it marks a season of increased business activity. However, they expressed concern that the Municipal Corporation’s Tehbazari Department has been continuously taking strict action against small traders, including roadside vendors and cart sellers, imposing heavy fines and confiscating their goods.
The leaders acknowledged that setting up carts and stalls on public roads is not ideal, but emphasized that these small traders also contribute to employment generation. They suggested that, similar to the model in Chandigarh, Ludhiana Administration should allocate designated vending zones for these small traders. “If it can be implemented in Chandigarh, then Ludhiana — being Punjab’s largest city — can certainly adopt a similar system,” they added.
The Mandal has submitted a written request to the administration, asking it to refrain from taking any punitive action against small vendors until the Diwali festivities are over. “The festival of lights should be a time of happiness and prosperity for everyone,” the leaders stated.
The trade leaders also extended heartfelt greetings to citizens and the trading community on the occasion of Diwali and the New Year, urging everyone to celebrate Diwali on October 21, as per the schedule followed by Vaishno Devi Mata Temple, Katra; Durgiana Temple, Amritsar; Dandi Swami, Ludhiana; and the Brahmin Samaj.
