Ludhiana, November 28, 2025: A delegation of the Punjab Pradesh Beopar Mandal (Regd.) comprising State Secretary Ayush Aggarwal, District President Parveen Goyal, District General Secretary Parveen Sharma, Vishal Puri, and Navdeep Singh attended a joint meeting with the Punjab State Tax Bar Association. Punjab BJP leader and Association President Anil Sareen were also present.

The key agenda of the meeting was the long-pending GST and VAT refunds. The delegation highlighted that nearly ₹600 crore of refunds have remained unpaid since May 2025. They also expressed concern over the alleged high-headedness of the GST department, noting that officers are conducting surprise inspections of proprietorship firms and suspending GST numbers retrospectively from 2017, if shops are found closed. Notices are then issued to buyers, demanding reversal of ITC.

The delegation noted that while the government claims GST registrations are increasing due to reduced tax slabs, genuine traders continue to face unjust ITC reversals and arbitrary suspension of GST numbers.

Another major issue raised was the 5% advance tax collected during the VAT regime on notified goods such as yarn, cloth, and auto parts etc. This amount, deposited in the government’s HDFC Bank account, remains unadjusted against GST and unrefunded till date.

Representatives from various trade bodies, including Punjab Dyers Association General Secretary Bobby Jindal and United Cycle Parts Chairman Jatinder Mittal, attended the meeting. All trade associations unanimously issued a 10-day ultimatum to the government to clear all refund backlogs up to October 2025.

Failing this, traders across Punjab will stage protests and surround Sales Tax offices in every district, submitting refund applications with interest to the District DETC, who—along with the Investigating Tax Officer—will be held fully responsible.
