Punjab Police and Hartek Foundation Launch Final Phase of Statewide Gender Sensitisation Training

Chandigarh, August 21, 2026: Hartek Foundation, the CSR arm of the Hartek Group, launched the third and final round of the statewide gender sensitisation training programme — 'Mainstreaming of Women in Punjab Police' — led by Special DGP Gurpreet Kaur Deo, Community Affairs Division (CAD) of Punjab Police and in research partnership with J-PAL South Asia (Abdul Latif Jameel Poverty Action Lab). The inaugural event of this concluding phase was held at the historic 134-year-old Maharaja Ranjit Singh Punjab Police Academy (MRSPPA) in Phillaur.
Director General of Police (DGP) Gaurav Yadav presided over the inaugural ceremony as Chief Guest, along with Cabinet Minister Dr Baljit Kaur, Retd IPS Meeran Chadha Borwankar, Retd IPS RC Singh, National Editor (North) Manraj Grewal, and several senior police officials.
The year-long initiative, planned across three structured rounds since December 2025, aims to drive institutional behavioural shifts and integrate women police personnel into core operational roles. This third phase takes the specialised curriculum directly to the grassroots police station level, covering frontline personnel including Station House Officers (SHOs), Investigating Officers (IOs), Moharrir Head Constables (MHCs), and Punjab Police Mahila Mittars (PPMMs) across all districts of the state. Across all three rounds, the programme is equipping 1,500 to 2,000 police personnel from 384 police stations with the skills required for gender-responsive, rights-based, and victim-centric policing, with special focus on women, children, and other vulnerable sections.
Speaking on the occasion, Harkirat Kaur, CEO, Hartek Foundation, said, " The launch of this final phase marks a significant step towards making gender-responsive policing a lasting part of how Punjab Police operates. Over the past year, this programme has moved from awareness-building to institutional change. Through this partnership with Punjab Police and J-PAL South Asia, we are working to ensure that women police personnel are empowered to contribute meaningfully across all levels of policing — from investigation and intelligence to community engagement”.
J-PAL South Asia is conducting an independent impact assessment of the programme through baseline and endline surveys to evaluate its effectiveness and ensuring data-driven accountability and transparency in measuring the programme's outcomes.
Hartek Foundation, the CSR arm of Hartek Group, guided by its mission of ‘Power to Serve’, has impacted over 80,000 beneficiaries across Punjab through its various focus areas, including education, health, community and skill development.”
