Punjab Needs Haryana’s Waste-to-Energy Model for Waste Management: CICU

Ludhiana, September 3, 2026: The Chamber of Industrial & Commercial Undertakings (CICU) has urged the Punjab Government to explore the establishment of an Integrated Waste-to-Clean-Energy & Resource Recovery Plant in Ludhiana, taking inspiration from Haryana’s recently announced four-project model. Haryana has signed MoUs for four integrated CBG and Waste-to-Energy projects in Gurugram, Faridabad, Hisar and Ambala, collectively designed to process 5,000 tonnes of municipal waste per day and generate around 50 MW of green power, besides producing 70–75 tonnes of CBG daily.
CICU believes that a similar, Punjab-specific model could be developed for Ludhiana, where municipal waste management and reliable power supply are both critical concerns. According to recent Municipal Corporation-related data, Ludhiana generates around 1,100 tonnes of municipal waste daily, while existing processing capacity remains substantially lower. The city also faces a significant legacy-waste challenge, particularly around Jamalpur.
CICU President Sh. Upkar Singh Ahuja said, “Haryana has demonstrated how waste can be transformed from a civic liability into a source of energy and economic value. Ludhiana, being Punjab’s largest city and industrial hub, should be considered for a similar integrated project. One strategic initiative can address two major challenges—waste management and supplementary clean power generation.”
CICU has proposed that the Punjab Government examine an indicative 1,000–1,200 tonnes-per-day integrated facility, with a 10–15 MW class Waste-to-Energy option, subject to detailed waste characterisation, technology assessment and DPR. The proposed model could integrate segregation, material recovery and recycling, biomethanation/CBG, RDF and Waste-to-Energy, ensuring that the project is not merely an incineration facility but a comprehensive resource-recovery system.
CICU has requested the Chief Minister of Punjab to direct the concerned departments to undertake a feasibility study and explore a long-term PPP model to attract investment and proven technology. “Ludhiana is the industrial heart of Punjab. If implemented, this initiative can make the city cleaner, generate supplementary green power and create a replicable circular-economy model for Punjab,” CICU stated. CICU has also offered to facilitate a stakeholder consultation involving the Punjab Government, MCL, PSPCL, PPCB, PEDA, industry, technology providers and financial institutions.
