PUNJAB Governor asks VCs to improve research and extension works in universities

The Punjab Governor, Shivraj V. Patil addressing chancellors and vice chancellors of Universities of Punjab in a high-level meeting at Punjab Raj Bhavan, Chandigarh on Friday.

Chandigarh, April 26, 2013: In a high power second meeting with Chancellors and Vice Chancellors of universities of Punjab, The Punjab Governor and Administrator, Union Territory, Chandigarh, Shivraj V. Patil, asked them to focus on Education, extension and Research and Development.

Patil said in order to provide better education we need to develop culture of cooperation. He said, need of the hour is that National Laboratories, Universities and Industries should cooperate with each others. He said exchange programmes should be encouraged. Scientists of laboratories should go to Universities and professors to laboratories to share their experience. He said in Chandigarh itself there are National Laboratories and Universities should invite the scientists to   

Patil asked them to use modern technology in the classrooms by adding the system of imparting education through recorded lectures of eminent Professors. He said this will also help in saving time, money and solving the problems of shortage of teaching staff up to some extent. He said there is nothing wrong if you have big smart class rooms with a capacity of more than 300 students, equipped with modern electronic gadgets like CCTV cameras, big screen, audio –video facilities. He said besides these libraries of all the universities should be digitised. He said digitised books can be read anywhere. He said as per his opinion every university should have its own theatre to record lectures. Distant education cannot be provided unless or until you have your own studio.

The Governor said that all our Universities are doing good in imparting quality education to our students but they are lagging behind in extension and research areas. He said education cannot be of higher level if you are not generating knowledge.

Patil said that he was not happy to know that extension work of Government universities is not very strong. He said if you really want to impart quality education you have to strengthen your extension wing.

Emphasising on giving more focus on Research and Development, Patil said you have to develop relevant technology. He said nobody else can provide you better designs of relevant and advanced technology; you have to develop it at your own. He said to use water for irrigation judiciously you have to develop computerized system of irrigation as per the requirement of the crops and field. He said no doubt that agricultural universities were developing varieties of highbrid seeds but they are not developing agricultural machinery and tools.

After getting detailed information regarding the functioning, difficulties and problems being faced by them and their solutions, Patil appeal to all the Chancellors and Vice Chancellors to act as catalysts and to create new opportunities for our youth in different disciplines of modern education .

Focusing on tapping Solar Energy, Patil urged all the heads of the Universities to make a comprehensive plan to install Solar Photovoltaic Panels in their respective University campuses.

Patil said that the main object and aim of all the universities should be all round and integrated growth of the students in the field of physical, mental, moral, intellectual and spiritual, both in letter and spirit.  He said that the Universities should continuously learn, improve and upgrade their pedagogy to face the emerging challenges of globalisation.

Earlier, Dr. B.S. Dhillon, Vice Chancellor, Punjab Agricultural University, Ludhiana gave a presentation on bio-technology and on areas of research.
