Chandigarh, April 3, 2014: The Chief Secretary of Punjab Rakesh Singh today forwarded a panel of three senior most IPS officers to Election Commission of India for consideration for being appointed / posted as DGP Punjab during the leave period of S.S Saini, DGP who had applied for leave with effect from April 4, 2014.
Supreet Singh Gulati, Additional CEO briefing the media informed that the panel consisted of G.D. Pandey, IPS (1981), Sanjeev Gupta, IPS (1982) and Suresh Arora, IPS (1982). He said that decision in this regard has to be taken by ECI.
Speaking on the occasion, Amit Talwar, Joint CEO informed that on the 2nd day of nominations a total 12 nominations were filed by 11 candidates in 5 Parliamentary constituencies in the Punjab. He said that today in Amritsar constituency Sham Lal Gandhiwadi (Independent) has filed his nomination. Similarly an Independent candidate Jagan Nath Bajwa (Jalandhar), an Independent candidate Rajinder Singh, CPI (M) candidate Sukhwinder Singh Sekhon and his covering candidate Amarjeet Mattu and New All India Congress Party candidate Mohd. Naseem Ansari (Ludhiana), CPI candidate Kashmir Singh (Faridkot), Independent Candidates Kamaldeep Kaur and Amrik Singh and BSP candidate Ram Singh and his covering candidate Jogga Singh (Patiala) has also filed their nominations. With these nominations the number of total nominations till date has touched 20.
He said that till date a total 2,11,341 licensed arms have been got deposited. Out of 439 complaints received so far, 266 have already been disposed off. He said that as per the new direction of ECI every female candidate would now be provided an additional female Personal Security Officer. He informed that the ECI has directed that any sitting Ministers either of Union Government or of a  State Government, sitting member of Parliament, Sitting member of legislative Assembly/Legislature Council/Mayor of Corporations or Chairpersons of Municipalities/Zila Parishad/Panchayat Union should not be allowed to act as a election agent, polling agent or counting agent of any candidate during the Lok Sabha polls-2014 in view of their security cover. The ECI has also made it clear that any person having security cover was not allowed to surrender his security cover to act as such agent of a candidate during the election.
Besides this, the ECI has also instructed that all electors, who have been issued EPIC, would have to produce the same for their identification at the polling station before casting their votes. Those electors who were not able to produce EPIC may show one of the alternative photo identity document including Passport, Driving License, Identity cards issued by the Union Government, state governments/Public Limited Companies to their employees, Photo Pass books issued by Banks/Post offices, PAN card/Aadhar card/NPR/MANREGA job card/Health insurance smart card issued by the Ministry of Labour/Pension documents having photo and Photo voter slip issued by the ECI. The overseas electors would have to produce their original passport only for identification at the time of polling, he added.
He further said that the ECI has also directed that authenticated Photo Voter slips should be distributed to all electors a few days before the poll day. Besides that on the day of poll one officer (BLO) would be on duty   outside each polling station during polling hours with undistributed Photo Voter Slips so that any elector who have not been issued Authenticated Photo Voter Slip could collect this in original outside the polling stations. It should also be ensured that the officer with the undistributed Photo Voter Slips sits at a facilitation desk set up outside the polling station. Banners/Posters to convey this information in the local language should also be places which are easily visible.
