Ludhiana, January 26, 2026: Punjab Cabinet Minister Harbhajan Singh ETO today inaugurated Cafe S.P.I.C.E at the GLADA Complex, Ludhiana, marking a significant milestone in the district’s efforts towards inclusive development and empowerment of persons with disabilities.
The inauguration ceremony was attended by the Deputy Commissioner, Ludhiana, Mayor, Ludhiana, Chief Administrator, GLADA, and Additional Chief Administrator, GLADA, along with senior officials and stakeholders.
Cafe S.P.I.C.E (Specialised Program for Inclusion, Confidence & Empowerment) is a flagship initiative of the District Administration, Ludhiana, launched under Project UMEED (Uplifting Mission for Education and Empowerment of Divyangjans). The initiative aims to provide skill training and sustainable employment opportunities to persons with disabilities, thereby fostering self-reliance, confidence, and social inclusion.
The café acts as a live training and employment platform, helping boost the self-esteem, confidence, and professional skills of Divyangjans by integrating them into mainstream economic activity in a dignified and supportive environment.
The Indian Red Cross Society and NGO Ashirwaad have been the operational partners for the project, contributing significantly to training, capacity building, and day-to-day operations.
The Minister appreciated Dr. Neelam Sodi and Sapna Mittal for their immense support and guidance, which played a crucial role in the successful execution of the initiative.
The project was coordinated and managed by Tansheen Kaur, under the guidance of the District Development Fellow Ambar Bandopadhyay, Deputy Commissioner, Ludhiana, and Additional Chief Administrator, GLADA, ensuring seamless inter-departmental coordination and effective implementation.
Cafe S.P.I.C.E stands as a powerful example of collaborative governance, social responsibility, and inclusive development, reaffirming Ludhiana’s commitment to empowering every citizen with dignity and opportunity.
