It is almost after a gap of more than two years, the Senate meeting was conducted in the blended mode(Online and Offline), where 58 fellows attended the meeting physically, and around 10 fellows joined the meeting through the online mode.

Chandigarh, March 27, 2022: It is almost after a gap of more than two years, the Senate meeting was conducted in the blended mode(Online and Offline), where 58 fellows attended the meeting physically, and around 10 fellows joined the meeting through the online mode. There was an extensive discussion on the first agenda item regarding the recommendations of the Board of Finance(BoF) meeting held on March 11, 2022. A number of fellows deliberated on this issue and it was resolved that on behalf of the Governing body of Panjab University i.e. Senate, newly elected Government of Punjab may be forwarded a representation in the form of request letter to implement the 7th Pay Commission  for Panjab University teachers. While approving the budget the senate also decided to adopt the sixth pay revision notification of Government of Punjab for non teaching employees of Panjab University and the disbursement shall be subject to sanction/ receipt of appropriate additional grants from government. During the deliberation on this agenda item, various fellows shared the emergent need of generating funds at the University level itself. It was discussed that it is the collective responsibility of all the employees of the University to share their valuable inputs and plans for the generation of funds at the University level.

The long pending promotion policy of the faculty of HSJ Dental College, Panjab University is accepted in principle as proposed by the committee constituted by the  Vice Chancellor. The modalities e.g BOF approvals and any other requirements would be worked out.

In an important agenda item regarding the attachment orders of building and demand notices of property tax of worth Rs. 21 crores by Municipal Corporation, Chandigarh, it was resolved that  ‘Panjab University is one of the prestigious Universities and it should not be treated as a non-government entity/private/commercial institution’ and hence, on behalf of governing house of Panjab University i.e. Senate and Syndicate, a resolution is passed to request Chandigarh Administration for the exemption from property tax under Municipal Corporation Act.

Senate approved the adoption of policy of reservation in promotion of non teaching employees of Panjab University and for its implementation the already constituted committee in this regard has been tasked to collect the quantifiable data as per the decision of Honorable Supreme Court of India dated 28, January 2022 in the case of Jarnail Singh and Others in the time bound manner.

In an important agenda item, in context to setting up of Technology Enabling Centre at Panipat, Haryana, in the 3800 Sq Yard land of Panjab University, the Vice Chancellor apprised the house that negotiations with the Government of Haryana and the Centre Government are on regarding the setting up of the Incubation-cum-Skill Development Centre which is proposed by the Panjab University to come up at this land. The outcome would be shared by the Vice Chancellor accordingly.

During the meeting, one of the senior most fellows asked about the contribution made by 43 Professor Emeritus in different departments of the University. He said that it is pertinent to know about the contribution of these Professors especially in the area of research in context to the research and how they are contributing in the research and development of Panjab University.

For the CAS promotion of Dr. Kirandeep Singh, Department of Education and Prof. Sukhwinder Singh, Department of Computer Science, UIET, Panjab University, the Vice Chancellor is authorised to form a committee to look into the matter and all similar cases may be considered collectively rather than doing a stand alone case for one faculty member.

In an another agenda for providing job to Robin Inderpal Singh son of late Dr. Parminder Singh, former Director, Sports, Panjab University, it was resolved to appoint him as Assistant Professor purely on temporary basis and a committee will be constituted by the Vice Chancellor to recommend the department where he would be appointed.

In an agenda item to reduce the seats  in PG Course, MA Sanskrit from 68 to 40 would be looked after again by the Vice Chancellor to explore the possibility of making the admission process flexible so that, new and more students can be attracted for these courses so as to save and help this ancient and very important rich language of our country.

In another agenda item, house unanimously approved the charges to allow the shooting of films etc at the Panjab University.
The Senate approved the recommendations of the Joint Academic and Administrative Committees of HSJ Dental College regarding the fees structure proposed for the NRI Students of MDS.

A high powered committed to be constituted by the Vice Chancellor to consider the recommendation of the inspection committee regarding the different issues raised against Kalgidhar Institute of Higher Education at Sri Muktsar Sahib.
