Chandigarh, October 10, 2025: DST-Centre for Policy Research (CPR), Panjab University (PU), in collaboration with the Innovation and Technology Transfer Office (i-TTO), Foundation for Innovation and Technology Transfer (FITT), IIT Delhi, today organised a one-day workshop on “Intellectual Property and Technology Transfer” to highlight the crucial role of Intellectual Property Rights (IPR) in academic innovation and commercialisation.

A Memorandum of Understanding (MoU) was also signed between DST-CPR, Panjab University, and i-TTO, FITT, IIT Delhi, to strengthen collaboration in the areas of intellectual property and technology transfer.
The keynote address was delivered by Chief Guest Prof. Amlan Bhushan from the University of Oxford, who spoke on global perspectives of innovation policy. He emphasised that true innovation is original and impactful, designed for societal good and inclusive economic outcomes, supported by flexible regulatory frameworks that encourage reform and creativity.
Speaking on the occasion, Joint Director, Punjab State Council for Science & Technology, Dr Dapinder Kaur Bakshi, highlighted the growing importance of IP as a global dialogue and encouraged innovators to protect their intellectual property and channel the generated revenue to further national objectives. She highlighted India’s significant progress in innovation, reaching the 38th global rank, and pointed out the need to bridge the ‘Death Valley’ gap by advancing towards higher Technology Readiness Levels (TRLs) to boost licensing revenues and streamline innovation pathways.
Principal Scientific Officer, CSIR, Dr Indrani Ghosh, discussed key considerations in patent filing and motivated participants to identify IP opportunities in their daily research, fostering excellence in innovation protection and technology commercialisation.
Earlier, Prof. Kashmir Singh, Coordinator, DST-CPR, Panjab University, welcomed the dignitaries and participants. He outlined the initiatives of DST-CPR and stressed the importance of patentability assessment, IP management for startups and researchers, and effective technology transfer mechanisms aligned with global standards..
The IP Clinic, conducted by the i-TTO team from FITT, IIT Delhi—comprising Rashi Prakash, Himani Vashisth, and Kajal Prajapati—guided participants through the procedural aspects of patent filing in India and shared practical insights on the mechanisms and impacts of technology transfer, from idea generation to IP protection.
The workshop concluded with a vote of thanks and a networking tea session, encouraging dialogue among researchers, innovators, and policymakers.
