Pawan Dewan Urges Union Finance Minister to Waive GST on Relief Materials for Flood Victims
Senior Congress leader and Ex-President of the District Congress Committee, Pawan Dewan, has written to Union Finance Minister Smt. Nirmala Sitharaman seeking urgent fiscal relief for the flood-affected regions of Punjab, Jammu, Himachal Pradesh, and Uttarakhand.

Ludhiana, September 10, 2025: Senior Congress leader and Ex-President of the District Congress Committee, Pawan Dewan, has written to Union Finance Minister Smt. Nirmala Sitharaman seeking urgent fiscal relief for the flood-affected regions of Punjab, Jammu, Himachal Pradesh, and Uttarakhand.
In his letter, Dewan expressed deep concern over the massive destruction caused by the recent floods and urged the Finance Ministry to waive GST on all goods and materials distributed free of cost to victims by registered NGOs, charitable organizations, and relief agencies.
He also proposed the introduction of a temporary National Disaster Cess for a period of three months or longer, the revenue from which should be exclusively utilized for relief, rehabilitation, and reconstruction in the affected states.
Further, Dewan requested that essential construction materials — including cement, steel, bricks, and other items required for rebuilding homes and infrastructure — be exempted from GST when used specifically for the rehabilitation of flood-hit families.
“These measures,” Dewan stated, “will significantly ease the financial burden on affected citizens and accelerate the recovery process, while also reflecting the Government’s commitment to empathetic governance during this national crisis.”
