Ludhiana News/ Delegation of FICO meets Mittal; Highlights industry problems

Ludhiana, December 21, 2013: As the industry is passing through face of recession & problems are increasing day by day. In this connection a deputation of Federation of Industrial & Commercial Organisations (FICO) under the leadership of president Gurmeet Singh Kular met Minister for Industries, Punjab Madan Mohan Mittal.
The issues highlighted were as under:
 Property Tax: 75% Rates of Industrial are less than Commercial as it was announced by Local Bodies Minister Sh Anil Joshi but Municipal Corporation is not issuing the receipt they are forcing to deposit on Commercial Rates, other way they have not upload the discounted rates on the Website   of Corporation . It is to our utter surprise that Punjab has major industries and no category of Industry has been made where as in Ludhiana .Industrial rates has been specified in year 2009-10, which has not been taken as parameter. We request you to look into the matter and provide relief to industry as it is the bread earner of the state. Commercial rates should not be taken from industry and the percentage should be reduced to facilitate the Industries.
Mix Land Use Area:  As the Master Plan of Ludhiana is under revision it our request that the areas which are not covered in master plan as industrial mix should be covered so that industry can work without fear. Punjab State Power Corporation Ltd is not releasing new as well as expansion and areas like Gurpal nagar, Shimlapuri ,New Janta Nagar, Ishar Nagar, New Shimlapuri, etc should be added in the master plan as Designated area as in interest of Industries as there is more than 60% is Industries.
Investment Incentive:  In the new industrial policy there is no tax benefit to the Micro industries because the benefit, minimum eligibility of investment is Rs.1 crore.  So our humble submission is it should be reduced to Rs.15 lac so that Micro industry which is real back bone of economy can take the Investment incentive.
New Focal Point:  After 1992 Punjab Government neither developed any focal point nor Expansion of any focal point. Our submission is to develop the new focal point to expand the industries near Ludhiana because it is now real need of our to grow the industry.
VAT Refund: as huge amount of Vat Refund is Blocked with department. Refund Should be online & it should be refunded within 30 Days from the date of application otherwise interest @ 18% per annum should be given.
Verification of 4th Stage Verification: there is no provision in the law whereas department is harassing & is Punishing for the crime which they have not committed. This is an only administrative order by the Department which is to be abolished at the earliest.
Power Supply: There is surplus power in Punjab so peak Load Charges should be abolished now  government ensure uninterrupted power supply to save the industries. In rainy season there are so many power failures & once feeder is tripped it takes so much time to restore.
The delegation requested the minister to look into the problems and find amicable solution in the interest of the industry.
