New Delhi/Jalandhar, January 20, 2014: Jind and Karnal districts of Haryana have been included in the National Capital Region. This decision was taken at the 34th meeting of the NCR Planning Board in New Delhi today.

Speaking at the meeting Haryana Chief Minister, Bhupinder Singh Hooda said that the development of Haryana Sub Region of NCR has effectively checked the migration to Delhi and has even attracted reverse migration, but lot still is required to be done in respect of bringing the infrastructure facilities at par with that of NCT-Delhi. The city of Gurgaon has grown at rate of 293 per cent of last decade, he said and as such there is an urgent need to evolve strategies to upgrade the basic infrastructure in the entire National Capital Region.

Hooda raised the issue of interest rate on NCPRB loans and said that interest rate on loan for power infrastructure projects at present is 9.25 per cent. He requested that loan should be provided at the interest rate at par with other basic infrastructure projects. The issue was discussed and it was agreed that interest rate on NCR Planning Board loans for power infrastructure projects for transmission and distribution utilities will be reduced to 7.5 per cent and kept at par with the interest rate of loans for other basic infrastructure projects.

Hooda also said that to meet the increasing demand of power in NCR, Haryana Government is regularly supporting the power utilities by way of equity. During 11th Five Year Plan, Plan support to the extent of Rs 4687 crore was provided, out of which nearly 40 per cent was spent in NCR. During 12th Plan State Government has committed Plan support of Rs 7332 crore, of which 50 per cent is likely to be spent in the NCR.  In view of the fact that this investment is substantially falling within NCR, the Government of India should provide special grant for supporting the creation and augmentation of this infrastructure.

Another major decision taken at the meeting was about the Sewerage and Solid Waste Management. It was decided that projects relating to this aspect should be extended to cover small towns and big villages.

The meeting was presided over by Union Urban Development Minister, Kamal Nath. Delhi LG Najeeb Jung and Secretary of Urban Development Ministry, Dr Sudhir Krishna were also present in the meeting.

Later, talking to media persons Kamal Nath said that continued efforts for the development of National Capital Region have helped in meeting the objective of reducing the pressure of population on Delhi. As compared to population growth rate of 47 per cent in Delhi, the growth rate has come down to 21.2 per cent by 2011. This has to be further reduced. Integration of transport and projects of Sub-Urbanization will further help in this direction. The burden of dispersal of population and commercial activities in Delhi is being borne by Haryana to a great extent, he said. NCR Planning Board will be helping Haryana financially to meet this burden. With the inclusion of two more districts – Jind and Karnal of Haryana, it is expected that the pressure on Delhi will further reduce. Regarding the districts of Bhiwani and Mahendergarh included in the NCR in the last meeting of NCRPB, the work about these districts has already started, he said.

 Hooda thanked the Urban Development Ministry and NCR Planning Board for including Jind and Karnal districts in the National Capital Region.
