HUCTA submits suggestions to the committee chairman for amendments to the draft of the University Contractual Teachers' Service Security Bill-2026

A delegation from the Haryana Universities Contractual Teachers Association (HUCTA) met and held detailed discussions with Prof. Milap Punia (Vice-Chancellor of MDU and Chairman of the high-level committee) and Dr. Sandeep Bansal (Registrar, MDU and committee member). 

HUCTA submits suggestions to the committee chairman for amendments to the draft of the University Contractual Teachers' Service Security Bill-2026

Rohtak, July 28, 2026: A delegation from the Haryana Universities Contractual Teachers Association (HUCTA) met and held detailed discussions with Prof. Milap Punia (Vice-Chancellor of MDU and Chairman of the high-level committee) and Dr. Sandeep Bansal (Registrar, MDU and committee member). 

The committee was constituted to incorporate necessary amendments and improvements into the proposed draft of the Haryana State Universities Contractual Lecturers (Service Security) Act, 2026. Detailed suggestions were also emailed to other committee members - Dr. Sanjay Arora (Registrar, Gurugram University) and Prof. Rakesh Kumar (Dean, Academic Affairs, Kurukshetra University).

During the meeting, Committee Chairman Prof. Milap Punia and member Dr. Sandeep Bansal assured the HUCTA delegation that the significant suggestions and amendments proposed by the association would be considered in accordance with the rules. They promised to appropriately incorporate these into the committee's final report before submitting it to the Department of Higher Education, Haryana, ensuring the proposed Job Security Act becomes more comprehensive, practical, and effective.

HUCTA State President Dr. Vijay Kumar Malik stated that the association proposed provisions designed to eliminate the need for frequent future amendments. These proposals were formulated after an in-depth comparative study of several documents: the report of the high-level committee (constituted under the guidance of Chief Minister Nayab Singh Saini to ensure service security for contractual assistant professors and other teachers in state government universities); the Haryana Extension Lecturers and Guest Lecturers (Service Security) Act, 2024; its Amendment Act, 2026; and the Haryana Contractual Employees (Service Security) Act, 2024.

The HUCTA delegation expressed hope that the committee would consider all their suggestions positively and sympathetically and incorporate them into the proposed bill. Dr. Ashwani Mohan, Dr. Makhan, Dr. Vijaya, Dr. Amit Malik, Dr. Neha Sharma, and Dr. Vijay Malik were present on this occasion.
