HUCTA Delegation Meets CM Nayab Saini, Seeks Bill in Monsoon Session to Secure Jobs of 1,400 Contract Teachers
A delegation of the Haryana University Contract Teachers Association (HUCTA) met Chief Minister Nayab Singh Saini, seeking passage of the proposed Haryana State University Contract Assistant Professors/Lecturers (Job Security) Bill, 2026 during the ongoing Monsoon Session.

Rohtak/Chandigarh, August 26, 2026: A delegation of the Haryana University Contract Teachers Association (HUCTA) met Chief Minister Nayab Singh Saini, seeking passage of the proposed Haryana State University Contract Assistant Professors/Lecturers (Job Security) Bill, 2026 during the ongoing Monsoon Session.
HUCTA state president Dr. Vijay Malik, along with Dr. Suman, Dr. Anju Bala and Dr. Amit Malik, urged the Chief Minister to expedite the bill’s administrative, financial and legal formalities and introduce it in the Assembly. Saini assured the delegation that officials had been directed to accord priority to the issue of job security.
Malik said around 1,400 contract teachers are serving in state universities, many for 5–15 years after being appointed through advertised, transparent selection processes, with qualifications such as UGC-NET and PhD. However, they face the risk of losing their jobs whenever regular recruitment is conducted.
He said several teachers are now nearing the upper age limit for regular recruitment and sought parity with contract teachers in schools and colleges who have been provided job security.
HUCTA clarified that it does not oppose regular recruitment but wants the employment of experienced contractual teachers protected first. The delegation also expressed hope that the government would provide them “a bond of job security” on the occasion of Raksha Bandhan.
