HUCTA delegation meets CM Nayab Saini, requests to introduce Job Security Bill in the Budget Session
A delegation of the Haryana Universities Contractual Teachers Association (HUCTA) met Haryana Chief Minister Nayab Singh Saini at the CM’s residence in Chandigarh and demanded that the pending information required for presenting the Service Security Bill for 1400 contractual teachers working in universities be made available in a time-bound manner, so that the Bill can be introduced in the upcoming Budget Session.
Chandigarh, January 29, 2026: A delegation of the Haryana Universities Contractual Teachers Association (HUCTA) met Haryana Chief Minister Nayab Singh Saini at the CM’s residence in Chandigarh and demanded that the pending information required for presenting the Service Security Bill for 1400 contractual teachers working in universities be made available in a time-bound manner, so that the Bill can be introduced in the upcoming Budget Session.
Leading the delegation, Dr. Vijay Malik and Dr.Amit Malik urged the Chief Minister to issue directions to universities functioning under departments such as Agriculture & Farmers’ Welfare, Animal Husbandry & Dairy, Skill Development, AYUSH, Sports, and Health to promptly forward the required information, enabling the Bill to be placed before the House during the Budget Session.
CM Nayab Singh Saini assured the delegation that the process of collecting service-security-related information from universities under the concerned departments would be completed in a time-bound manner through the officials.
HUCTA State President Dr. Vijay Malik said that on December 9, 2025, the Higher Education Department had sought information in a prescribed format from universities under departments other than the Education Department, namely Shri Vishwakarma Skill University Palwal; CCS Haryana Agricultural University Hisar; Lala Lajpat Rai University of Veterinary and Animal Sciences Hisar; Haryana Sports University Rai; Pandit Bhagwat Dayal Sharma University of Health Sciences Rohtak; and Shri Krishna AYUSH University Kurukshetra. However, despite nearly 50 days having passed, the information has still not been received by the department.
He said that the delay in receiving the information is adversely affecting the process of the Service Security Bill and is a matter of serious concern for the future of contractual teachers. Most contractual teachers have been awaiting service security for a long time and have either crossed the age limit for regular recruitment or are nearing retirement.
