New Delhi/Jalandhar, August 29, 2013: Haryana Chief Minister Bhupinder Singh Hooda has called upon the officers and officials of State Government to become more sensitive towards the human rights of individuals.
Inaugurating the seminar organised by Haryana Human Rights Commission (HHRC) in Gurgaon today to sensitise revenue officers and officials of the State Government, Hooda said that getting a clean, efficient, transparent and honest administration is the fundamental right of the citizens in democracy and negation of it is the negation of their human rights.
Hooda appreciated the efforts being made by the HHRC to create awareness among the officials of revenue department and said that this is an important department of the Government, which deals with people directly. Officials must take care that no wrong entry is made in the records and the work is done in time and with transparency, so that people do not suffer.
He said that in the development policies and welfare schemes of the State, his government has taken care of the human angle. Like UPA government at the Centre, Haryana Government has also implemented Right to Information, MNREGA, Right to Education and Right to Food in the State, which are important programmes from the point of view of human rights.
Haryana Government wants to ensure that no person remains without food or without roof in the state. Keeping this in view, Haryana government started Food Security Programme from August 20 this year in the State. Alongwith it the State Government has also started Dal-Roti Yojna, under which 12.84 lakh BPL families will be provided pulses at subsidised rate alongwith the food grains. Under Priyadarshini Awas Yojna (PAY), two lakh houses will be built in rural areas and 1.5 lakh in urban areas.
Hooda appreciated the activities of HHRC, which it has taken up within short period of about eight months of its constitution. He said that HHRC should carry on its activities and set an example for others.
The Chairman of HHRC, Justice (retd) Vijender Jain said that this is second seminar by the Commission organised to sensitise the officers and officials of Revenue department. The first seminar was organised for police department at Panchkula. Jain said that in democracy, the Government is formed by the votes of people and in turn voters want a Government, in which officers work in a transparent manner and there is no corruption.
He explained by citing example that one wrong entry in the land records can create problems for the individual. Its rectification generally takes long time and it is this delay that violates the human rights of the individual. He expressed hope that this seminar will bring change in the thinking and attitude of the officials.  
Earlier, Additional Chief Secretary of Revenue department,  Krishna Mohan, Additional Principal Secretary to CM Dr K. K Khandelwal and member of HHRC J .S Ahlawat also expressed their views and hoped that after the seminar, the officials will be able to maintain better coordination with the people. Keynote address was given by former Chief Election Commissioner, S Y Quraishi.
On this occasion, Haryana Sports Minister  Sukhbir Kataria, CPS Rao Dan Singh, Judge of P&H High Court Nawab Singh, Ex-MLA  Dharamvir Guaba and a number of officers were also present.
