Haryana Tightens Coaching Centre Rules, Registration Now Mandatory to Curb Arbitrary Practices; Face Penalties for Violations
Private coaching institutes in Haryana will now have to register and comply with prescribed standards under the Haryana Private Coaching Institutes Registration and Regulation Act, 2024, and Rules, 2026, Deputy Commissioner Satbir Singh said.
Rohtak, September 14, 2026: Private coaching institutes in Haryana will now have to register and comply with prescribed standards under the Haryana Private Coaching Institutes Registration and Regulation Act, 2024, and Rules, 2026, Deputy Commissioner Satbir Singh said.
The Deputy Commissioner said the regulations aim to ensure accountability, transparency and quality services for students preparing for higher studies, government and private jobs, and professional entrance examinations.
All new and existing coaching institutes are required to register with the district authority by submitting Form-I through the prescribed portal and paying a ₹10,000 registration fee. The registration certificate will remain valid for three years. Institutes operating in Rohtak have also been asked to submit their name, address, mobile number and email details to [email protected].
Renewal must be sought one month before expiry by paying ₹5,000, with the renewed certificate valid for one year.
The rules make it mandatory for every institute to have at least one full-time counsellor to address students' stress and mental-health concerns. Misleading advertisements or false claims about students' selections are prohibited.
Institutes must also ensure fire-safety and structural-stability certificates, barrier-free access, clean drinking water, separate toilets and first-aid facilities. Police verification of employees' character and antecedents is also mandatory.
Violations can attract a ₹25,000 fine for the first offence and up to ₹1 lakh for subsequent offences. Continued violations may lead to cancellation of registration, the DC said.
DC Satbir Singh urged all coaching institutes in the district to complete registration within the stipulated time and strictly follow the prescribed norms.
