Former Chief Minister and Leader of the Opposition Bhupinder Singh Hooda has stated that granting a parallel license to 'Eleven Power Private Limited' for electricity distribution in revenue districts like Gurugram and Nuh would prove to be a disastrous step towards privatization.

Rohtak/Chandigarh, July 11, 2026: Former Chief Minister and Leader of the Opposition Bhupinder Singh Hooda has stated that granting a parallel license to 'Eleven Power Private Limited' for electricity distribution in revenue districts like Gurugram and Nuh would prove to be a disastrous step towards privatization.

“There is widespread opposition to this move. The Congress party also opposes it in the public interest and demands the withdrawal of this decision,” he said.

During discussions with Hooda, employee organizations explained that an 'Agri-DISCOM' is being carved out for agricultural consumers, effective August 11, specifically to cater to the interests of the private company. “This move ensures the private company avoids the obligation of supplying electricity to farmers, as the latter receive subsidies,” he pointed out.

“Gurugram alone contributes approximately one-third of the total revenue of the DHBVN (Dakshin Haryana Bijli Vitran Nigam). Handing this region over to private entities would result in a massive revenue loss, thereby undermining the corporation's financial stability,” he said.

“There is also a risk that instead of supplying electricity to all categories of consumers, private companies would focus solely on industrial zones, malls, commercial hubs, and urban areas, while neglecting rural households, farmers, and low-income consumers. The responsibility for supplying electricity to these neglected areas would remain with the DHBVN, a task that would be unfeasible without the corresponding revenue. In effect, a large population could face an energy crisis,” he added.

Former CM Hooda said that electricity supply is merely a business venture driven by profit motives for a private company. “This shift would not only impact electricity supply to a vast population but also jeopardize the jobs of electricity department employees and engineers, leaving a large number of staff facing the threat of retrenchment,” he said.
