Ludhiana, January 6, 2016: Punjab Tax Practitioners Associations’ office bearers met Sh.Anurag Aggarwal Financial Commissioner (Taxation) Punjab at Chandigarh and briefed him about the problems faced by the Tax Practitioners and the public at large. Legal, Procedural and Other issues were discussed thoroughly. In majority of the issues raised by the Punjab Tax Practitioners Associations, Sh.Aggarwal Financial Commissioner (Taxation) agreed and issued the necessary instructions for resolving the issues in a time bound period.   
Sh. Kashmiri Lal Goyal Chairman Punjab Tax Practitioners Associations raised the issue of deposit of 25% of the demand before filing of the appeal and non adherence of court’s rulings by the officers. 
Sh. B.R. Kaushal, Secretary General Punjab Tax Practitioners Associations raised the issue of making provision for revised return in the VAT Act 
Sh. Bal Krishan Gupta, Co-Chairman Punjab Tax Practitioners Associations raised the issue regarding the implication of Section 13(1) amended from 01.04.2014.
Sh. K.K. Singla, Vice President Punjab Tax Practitioners Associations and Charanjit Khurana, Rajpura raised the issue of appointment of Lawyers as member of VAT Tribunal-Amendment in Section 4.
Sh. Arun Kanwal, Secretary Punjab Tax Practitioners Associations submitted that penalty proceedings should be initiated separately from the assessment .
Sh. Varinder Sharma, Finance Secretary Punjab Tax Practitioners Associations raised the issue regarding unnecessary filing of Monthly return where tax liability is less than 2 Lakhs.
Sh. Ashwani Abrol ,Mandi Gobindgarh raised the issue regarding possession of Search –Warrant with the designated officer at the time of search and department should not take advance tax towards tax due without ascertaining the tax liability and complete stock taking should be done.
Sh. Manmohan Gupta, Sangrur and S Paramjit Singh, Jalandhar raised the issue regarding the procedure for the issue of Advance Tax Exemption Certificate and the exemption certificate should be issued for 6 months from the date of issue of exemption certificate. Further Bitumen purchased by the contractors should be exempted from payment of Advance Tax. 
Sh. Tarlok Bhalla ,Secretary Punjab Tax Practitioners Associations and Mr. M.L. Thakur, Patiala   said that the notifications should be issued either from the 1st day month or 1st day of quarter .They further said that the appeals should be fixed on 1st come 1st basis and permanent Deputy Excise and Taxation Commissioner(Appeals) should be posted at Ludhiana.
Sh. Anurag Aggarwal Financial Commissioner (Taxation) agreed to the above mentioned issues raised by the members of Punjab Tax Practitioners Associations and assured that the necessary amendment wherever required as well as necessary instructions with regard to matters discussed shall be issued and made available at the website of the department.
