SAS Nagar, March 27, 2014: Reliable information has been received that DSP (charge and rank) City-I, S.A.S Nagar Gurbans Bains has been regularly abusing his official position to obtain illegal gratification and has amassed assets disproportionate to his sources of income. Specifically, one N.K. Goel, r/o H.No. 3015, Sector 20-D, Chandigarh is his close associate and has been conniving with the officer in his illegal and corrupt practices.
Specific information was received that on March 26, 2014 N.K. Goel went to Ludhiana to receive a consignment of Rs.65 lakhs hawala money. Out of this amount, Rs.40 lakhs was meant as illegal gratification for DSP Bains. DSP Bains deputed his wife to go from Patiala (where his family stays) to Ludhiana to collect his amount of Rs. 40 lakhs. Accordingly, she collected Rs.40 lakhs and is believed to have stashed the same in a locker in HDFC Bank, Mall Road, Ludhiana in the name of Gurbans Singh Bains and his wife Amardeep Shergill.
One gunman of the DSP assisted his wife in stashing the money  meant for the officer (Rs. 40 lakhs), while another gunman was deputed to escort N.K. Goel with the remaining amount from Ludhiana to Chandigarh. Before proceeding back from Ludhiana, N.K.Goel gave Rs.14 lakhs to another person at Ludhiana.
Accordingly, a case FIR No. 45 dated 27-03-2014 u/s 7/8/13(1)(a)(d)(e) Prevention of Corruption Act, 1988 r/w 13(2) Prevention of Corruption Act, 1988, 120-B IPC has been registered in police station Mataur, district S.A.S. Nagar and investigation entrusted to Sh. Gursharandeep Singh Grewal, Superintendent of Police/Detective, Mohali.
During the investigation, a request was made to the Commissioner of Police, Ludhiana to get the search conducted of the bank locker in HDFC Bank, Mall Road, Ludhiana who deputed Sh. Harsh Bansal, IPS, Deputy Commissioner of Police, Ludhiana for supervising the search of the locker. The amount of Rs. 40 lakhs has been recovered from this locker. In addition to the Rs.40 lakhs which was stashed on 26-03-2014, another Rs.1 lakh Indian currency, 1464 US dollars and 58 Singapore dollars have also been recovered. The record of the bank regarding locker operations has been examined and as per documents collected from the bank, the locker was operated by Amardeep Shergill on March 26, 2014.
Subsequently, in further investigations it has came to light that DSP Bains had stashed his ill-gotten wealth in another locker at OBC Bank, West End Mall, Ferozepur Road, Ludhiana. Accordingly, Commissioner of Police, Ludhiana was requested to get this locker searched immediately. Sh. Swapan Sharma, IPS, Additional Deputy Commissioner of Police-4, Ludhiana has been deputed for supervising the search of the bank locker at OBC Bank. A sum of Rs.20 lakhs has been recovered from this locker. DSP Gurbans Bains is being questioned on the source of this amount.  
Search of both the lockers located at HDFC Bank, Mall Road, Ludhiana and OBC Bank, West End Mall, Ferozepur Road, Ludhiana have been videographed and have been conducted under the supervision of IPS officers. SSP/Patiala has been requested to conduct house search of the residence of DSP Gurbans Bains located in Patiala.
DSP Gurbans Bains has been arrested. The undersigned, alongwith a team of officers of Mohali Police, and Sh. Mandeep Singh Sidhu, SSP/Sangrur who has been deputed by the IGP/Patiala Zone are examining the accused DSP regarding stashing of his ill-gotten wealth.
N.K. Goel, a key associate of DSP Gurbans Bains who had initially absconded and police parties deputed to round him up, has also been arrested.
The misconduct of the officer was brought to the notice of senior officers. His substantive rank being that of an Inspector, Gurbans Bains has been dismissed from government service by the Inspector General of Police, Zone-I, Patiala invoking the provisions of sub-clause(b) of the second proviso  clause (2) of Article 311 of the Constitution of India.
Further investigations are ongoing.
