District Ludhiana successfully completes House to House Enumeration Phase Under SIR 2026

•    Electoral Roll of 26,83,999 Electors verified and purified through removal of votes of Dead voters, Duplicate Entries, Permanently Shifted Persons and Absent persons. 
•    Process of Physical Verification of polling booths and Rationalization of Polling Stations conducted.
•    Number of Polling Booths increased from 2927 to 3031 for greater voter access
Ludhiana, August 5, 2026: The House-to-House Enumeration phase of the Special Intensive Revision (SIR) 2026 has been successfully completed across all 14 Assembly Constituencies of District Ludhiana. This marks a significant milestone in ensuring the inclusion of all eligible genuine electors, the removal of ineligible entries, and the promotion of complete transparency in the electoral process.
The successful completion of this phase was made possible through the dedicated efforts of 14 Electoral Registration Officers (EROs), 28 Assistant Electoral Registration Officers (AEROs), 292 Supervisors, and 2927 Booth Level Officers (BLOs) working under the electoral framework of the ECI. Valuable support was also extended by representatives of all recognised political parties, especially BLA1 (84) & BLA2 (9866) Booth Level Agents (BLAs) appointed by them.
During the House-to-House Enumeration exercise, the BLOs visited the residences at recorded addresses of 26,83,999 electors whose names stood reflected in the electoral roll as on 9th  June 2026, to distribute Enumeration Forms. Thereafter, they made at least three repeat visits to collect the filled forms. For electors unavailable during visits, intimation stickers were affixed at their residences to ensure that no eligible voter was left out in order to ensure that no genuine eligible elector is left out of the draft electoral roll.
A month long SVEEP (Systematic Voters’ Education and Electoral Participation) plan was implemented using multi channel outreach. Audio messages through e rickshaws, and BLO field announcements. Electoral Literacy Clubs engaged citizens through poster making, debates, seminars, and rangoli competitions. Help Desks were set up at DEO/ERO offices, and senior officials conducted continuous field visits to ensure smooth and inclusive execution.

To further ensure maximum outreach to genuine electors, special camps were also organised across all 14 Assembly Constituencies at polling booths on 7 June (Sunday), 11–12 July (Saturday-Sunday), 19 July (Sunday)  and 26 July (Sunday) 2026. These camps provided additional opportunities for electors to submit their forms and verify their details. It is pertinent to mention that all BLOs were relieved from duties in their parent departments, from 25th June to 24th July, in order to maximise efforts of the election machinery. 
As of 9 June 2026, District Ludhiana had 26,83,999 registered electors. Of these, over 22,67,911 (84.50%) citizens actively participated by submitting their Enumeration Forms by 3 August 2026. The total number of uncollectable forms (ASDD – Absent/Shifted/Dead/Duplicate) stands at 416088 accounting for 15.50% of total electors. These include:
•    Death:             80050 (2.98%)
•    Untraceable/Absent:     119879 (4.47%)
•    Permanently Shifted:     190415 (7.09%)
•    Already Enrolled :     19245 (0.72%)
•    Other:            6499 (0.24%)

Deputy Commissioner –cum- District Election Officer, Ludhiana (DEO Ludhiana), Sh. Himanshu Jain IAS, added that every possible effort has been made to reach out to each and every registered elector. However, if any person has inadvertently been left out of the draft electoral roll, he/she can file a claim by filling form no 6 along with declaration form and submitting either online or physically between 13th August 2026 and 12th September 2026. 
He further added that through dedicated efforts of the field level election machinery, especially the BLOs, as well as cooperation of electors, 84.50% of the Total Electors will be included in the Draft Electoral Roll. The process of issuance of notices to unmapped electors, in compliance with instructions of ECI, will be initiated from 13th August, 2026.
On completion of the House to House Enumeration Phase, Sh. Himanshu Jain, IAS, Deputy Commissioner –cum- District Election Officer, Ludhiana said "The successful completion of the House to House Enumeration under SIR 2026 reflects the collective commitment of our election machinery and the active cooperation of political parties and citizens. Supervisors and Booth Level Officers, supported by EROs, and AEROs, worked tirelessly to ensure that every eligible voter was reached and no one was left behind. This exercise is a vital step towards maintaining the accuracy, inclusiveness, and transparency of Punjab’s electoral rolls."
He further added: "I urge all electors to check and verify the draft roll that will be published on 13 August 2026. In case any eligible voter has been left out due to unavoidable reasons, they should actively participate in the upcoming Claims and Objections period (13 August to 12 September 2026) to ensure their names are included in the final electoral roll. The disposal of claims and objections will continue from 13 August to 8 October 2026, and the final electoral roll will be published on 12 October 2026."
Rationalisation of Polling Stations:
As part of the Special Intensive Revision (SIR) 2026, polling station rationalisation was carried out across all 14 Assembly Constituencies of District Ludhiana to ensure greater accessibility and convenience for electors. The total number of polling stations in the District has increased from 2927 to 3031 after rationalisation. This exercise was undertaken to balance elector strength per polling station, improve voter facilitation, and strengthen transparency in the electoral process.

He further added that a very intensive process of physical verification of each and every polling booth and availability of Assured Minimum Facilities (AMF) has been conducted during this period.
