Ludhiana, July 22, 2026: In a major step toward social empowerment and community rehabilitation, a Memorandum of Understanding (MoU) was formally signed today for the effective implementation of the SMILE Scheme (Support for Marginalized Individuals for Livelihood and Enterprise) in the district. The initiative was executed under the visionary guidance of Himanshu Jain, Deputy Commissioner, Ludhiana, reinforcing the District Administration's steadfast commitment to structured rehabilitation, social inclusion, and sustainable welfare programmes.
The agreement was institutionalized between the District Administration, Ludhiana, represented by Gurmeet Singh, District Programme Officer, Ludhiana, and Brindavanam Trust, represented by its Chief Executive Officer, G. Jaya Kumar. The signing ceremony took place in the presence of key administrative officials who stood as witnesses, including Payal Goyal, Assistant Commissioner (General), Ludhiana, and Rashmi, District Child Protection Officer, Ludhiana.
This strategic partnership combines administrative oversight with the ground-level execution capabilities of Brindavanam Trust to deliver comprehensive support to beggars across the district. Under the framework of the SMILE Scheme, the joint effort will focus on providing holistic rehabilitation, healthcare access, vocational training, and sustainable livelihood opportunities to help restore dignity and facilitate seamless socio-economic integration for these vulnerable communities.
Speaking on the occasion, administrative officials highlighted that, under the leadership of the Deputy Commissioner, this initiative marks a pivotal milestone in building a compassionate and inclusive Ludhiana where every individual is empowered to thrive. The implementation process was undertaken under the guidance of the Chief Governing Officer, Ambar Bandopadhyay's, with active coordination and support from Navpreet Sidhu and Palak Tak, Government Fellows, who facilitated inter-departmental coordination and assisted in the implementation of the MoU and the SMILE Scheme in the district.
