Digital Platforms to Ensure Transparency in Financial Management: HIRD Director Dr. Virender Singh Chauhan
Kaithal, March 20, 2026: To ensure that the 'village government' keeps pace with the 'Digital India' initiative, it is imperative that all responsible officials—including Village Secretaries and Sarpanches - become proficient in operating various digital portals. A comprehensive training campaign is currently underway across the entire state. This was shared by Dr. Virender Singh Chauhan, Director of the Haryana Institute of Rural Development (HIRD). He was addressing the participants as the Chief Guest at a special training program for Village Secretaries—focused on the operation of various digital portals—held at the Zila Parishad, Kaithal, under the aegis of the Rashtriya Gram Swaraj Abhiyan.
Program Coordinators - DPM Lalit and ADPM Anu Rani welcomed Dr. Chauhan by presenting him with a floral bouquet.
Chief Guest Dr. Chauhan emphasized that the proper utilization of e-governance tools and various digital portals serves to strengthen both transparency and accountability. He noted that through platforms such as the 15th Finance Commission portal, e-Gram Swaraj, and others, Gram Panchayats are experiencing significant facilitation in managing their finances and monitoring development projects. He urged the participants to make maximum use of these portals to contribute effectively to the development of their respective villages.
He further added that the application of modern tools, such as Artificial Intelligence (AI), could prove instrumental in enhancing both the quality and speed of operations at the Panchayat level. He placed particular emphasis on the practical application of the training received in real-world scenarios.
DPM Lalit stated that the primary objective of this training program is to technically empower Panchayat representatives, thereby enabling them to implement government schemes more effectively. ADPM Anu Rani remarked that such training programs play a pivotal role in fostering greater transparency and operational efficiency at the Panchayat level. She added that the participants were provided with detailed information regarding the 15th Finance Commission, e-Gram Swaraj, the Sabhagar Portal, AI tools, as well as the procedures for uploading details of Gram Panchayat activities and processing payments.
Village Secretaries Riya Madan and Gurmeet Singh, along with other participants, also took the opportunity to share their experiences. The event was attended by various participants, including Vinod Sharma, Rajbir, and Jaswinder Gill.
