Dhaliwal Raises Farmers’ Voice in Assembly, Questions ₹18.93 Crore Subsidy Delay
Retired IAS officer and Congress MLA Balwinder Singh Dhaliwal today strongly raised the issue of pending subsidies for farmers in the Punjab Legislative Assembly. He sought an explanation from the government as to why nearly ₹18.93 crore in subsidy meant for farmers associated with Phagwara Sugar Mill has still not been released, while the subsidy amount for farmers associated with other sugar mills in the state has already been disbursed.

Chandigarh, August 10, 2026: Retired IAS officer and Congress MLA Balwinder Singh Dhaliwal today strongly raised the issue of pending subsidies for farmers in the Punjab Legislative Assembly. He sought an explanation from the government as to why nearly ₹18.93 crore in subsidy meant for farmers associated with Phagwara Sugar Mill has still not been released, while the subsidy amount for farmers associated with other sugar mills in the state has already been disbursed.
Dhaliwal said the government clarified in the Assembly that the subsidy amount had already been released to other concerned farmers. In such a situation, the question arises as to why farmers associated with Phagwara Sugar Mill alone are being discriminated against. He said farmers are already facing financial difficulties, and withholding their legitimate dues for such a long period amounts to injustice against them.
He demanded that the pending ₹18.93 crore subsidy for farmers associated with Phagwara Sugar Mill be released immediately and that the government also clarify the reasons for withholding the amount. He said that any kind of discrimination against farmers would not be tolerated.
Dhaliwal said the issue was raised in the Assembly to ensure government accountability and to secure the farmers’ rightful dues. When other farmers have already received their payments, why are the farmers of Phagwara being made to wait for their money? The government must provide a clear answer.
