Departments told to follow reservations guidelines for scheduled castes in promotions

Chandigarh, December 31, 2013: The Punjab Government has issued strict directions to All Heads of the Departments, Divisional Commissioners, all Deputy Commissioners, Registrars, Punjab and Haryana High Court, All District Session Judges and All Sub Divisional Officers to follow the reservation guidelines for Scheduled Castes in true spirit for Class I and Class II promotions through Departmental Promotion Committees.
An official spokesman of Welfare Department said that it has come to the notice of the Government that various Administrative Departments were ignoring the promotion guidelines of Punjab Government. He said the representative of social Welfare have given their dissenting note regarding violation of promotion guidelines set for Scheduled Castes during promotions of Class-I and Class-II officers. He said it has also been observed that the Administrative Departments without paying attention to the note of representative awarded the promotions affecting the benefits of Scheduled Castes officers. He said that this step was adversely affecting the promotional prospectus of employees belonging to Schedule Castes community.
The spokesman further said that in future no department would order any promotion without consulting with the Welfare Department, if they found any difficulty to implement the reservation procedure for scheduled castes in promotions. He said that all departments and concerned authorities have also been directed to follow promotions guidelines of scheduled castes in true spirit.
