DC Sachin Gupta reviews District Health Progress; launches 10 Flagship Programs.
The District Administration, Rohtak, under the chairmanship of Deputy Commissioner Sachin Gupta, conducted a detailed District Health Review Meeting today to evaluate progress across all key health programmes and innovative missions being implemented under the National Health Mission (NHM) and Ayushman Bharat.
Rohtak, November 4, 2025: The District Administration, Rohtak, under the chairmanship of Deputy Commissioner Sachin Gupta, conducted a detailed District Health Review Meeting today to evaluate progress across all key health programmes and innovative missions being implemented under the National Health Mission (NHM) and Ayushman Bharat.
The meeting was attended by Chief Medical Officer Dr. Ramesh, City Magistrate (Nodal Officer for Health Projects), Programme Officers, Block Medical Officers, representatives of PGIMS Rohtak, ICDS, PHED, Education, ULBs, and partner agencies.
Presenting the district’s performance, Dr. Ramesh reported that - Institutional deliveries have reached 90% of ANC registrations, and High-Risk Pregnancy (HRP) identification stands at 15% with 100% referral management under Maa Shakti Mission.
Immunisation coverage exceeds 90%, with improved left-out tracking under Surakshit Bachpan. Vector-borne disease control efforts have reduced dengue cases significantly (134 total till October 2025), with weekly fogging and source-reduction drives.
Non-communicable disease (NCD) screening has covered 52% of the target population, focusing on hypertension, diabetes, and common cancers. Emergency medical response under the 108/112 system achieves an average response time of 21 minutes, with GPS tracking and trained paramedics under Jeevan Rakshak.
Public Health Infrastructure is being strengthened under PM-ABHIM, with all CHCs, PHCs, and Sub-Centres functional, and bio-medical waste management compliance achieved in 35 health institutions.
Major Health Campaigns Reviewed and Strengthened
1. e-Swasthya Rohtak – Digital Health for Every Citizen
• ABHA (Health ID) coverage has reached 68% of the district population.
• Tele-medicine centres at PHC level are now linked to PGIMS Rohtak for specialist consultation.
• DC directed that 100% ABHA linkage be completed by January 2026, and digital dashboards operational in all blocks by December 2025.
2. Maa Shakti Mission – Maternal & Child Health
• ASHA dashboard–based pregnancy tracking has improved early ANC registration and high-risk case management.
• Maternity care kits are being distributed to all expectant mothers registered under JSSK.
• DC directed weekly HRP reviews at the block level and fortnightly Maternal Death Reviews (MDRs) to identify preventable causes.
• The Child Health Utsav and growth monitoring drives are to be held across all blocks in December 2025.
3. Surakshit Bachpan – Smart Immunisation & Child Health
• Real-time vaccination through UWIN portal and QR-coded e-cards ensures accurate tracking.
• Parents receive SMS alerts for upcoming doses.
• DC directed that special immunisation drives target left-out/drop-out children and ensure zero missed doses by December 2025.
4. Mission Anaemia Mukt Rohtak
• Jointly implemented with ICDS and Education Departments.
• Over 70,000 adolescent girls screened for anaemia between April–September 2025.
• DC directed inclusion of SHG-led nutrition sessions during VHNDs and a district-wide Iron Folic Acid (IFA) compliance campaign for December.
5. Nirogi Rohtak – Lifestyle & NCD Control
• 52% of target population screened for NCDs; village-level Nirogi Camps being held fortnightly.
• Fit School and Yoga for Health initiatives have been launched in Government schools.
• DC directed that each block conduct two Nirogi Camps per month and integrate cancer screening and counselling in every camp.
6. Mann Sarthi – Mental Health & Wellness Programme
• Wellness Corners functional in schools and PHCs; Tele-psychiatry consultations active under DMHP.
• District Helpline functional for mental health and substance de-addiction support.
• DC instructed increased outreach activities in colleges and industrial areas, with monthly progress reports.
7. Swasthya Saathi – Community Health Volunteers
• Village-level “Health Friends” actively supporting dengue surveillance, TB awareness, and maternal follow-up.
• DC directed integration of Swasthya Saathi reporting with the Health Department dashboard to improve accountability.
8. Clean Hospital – Green Hospital Mission
• All 35 facilities are HSPCB-authorised for biomedical waste management with barcode tracking.
• Solar energy systems and herbal gardens are being implemented at CHC Meham, CHC Sampla, and PHC Kalanaur.
• DC directed that Kayakalp hygiene audits be completed by 15 December 2025 and monthly waste management compliance verified by EE (Health).
9. Swasthya Vahini – Women’s Preventive Health & Early Detection
• A new mobile outreach initiative for early detection of breast cancer among women aged 35+ has been launched.
• The van will offer on-site diagnostic screening and awareness sessions, with referral linkage to PGIMS Rohtak and AIIMS Jhajjar.
• DC instructed that Phase I coverage include female school teachers, frontline workers, and government staff by December 2025, in partnership with Dr. Anita Narula Charitable Foundation and LPS Bossard.
10. Ayushman Bharat Monitoring Campaign:
• Under PM-JAY, Rohtak has enrolled 5.61 lakh beneficiaries and issued 5.15 lakh Golden Cards, with ₹180 crore in claims settled across 73 empanelled hospitals (45 private, 28 public).
• ABDM has facilitated 6,575 tele-consultations (Apr–Sep 2025).
• Under PM-ABHIM, Block Public Health Units (BPHUs) are operational in all blocks, improving diagnostics and service delivery.
• DC directed monthly review of PM-JAY claim settlements, ABHA linkage, and BPHU infrastructure progress.
Deputy Commissioner Sachin Gupta emphasized an outcome-based approach, with clear accountability and inter-departmental convergence. 360 Health Review every month will be done to monitor all the health related parameters and co-orientation with all the Deptt to ensure outcomes in all the above programs.
He directed that
1. Each programme officer submit a quarterly performance plan (Nov 2025–Mar 2026) by 15 November 2025.
2. Monthly Integrated Health Review Meetings combine NHM, Ayushman Bharat, and innovation missions.
3. Block-level reviews to be chaired by the City Magistrate (Health Nodal Officer) every fortnight for on-ground follow-up.
4. The district should maintain a real-time innovation dashboard to track implementation of all flagship health campaigns.
5. Focus on community engagement, digital health coverage, and timely service delivery to achieve measurable outcomes before the next review in January 2026.
Speaking after the review, Deputy Commissioner Sachin Gupta said, “Rohtak is setting benchmarks in preventive and digital healthcare. Every initiative—from e-Swasthya Rohtak to Nirogi Rohtak—reflects our collective vision for a healthy, aware, and empowered district. We are moving from disease treatment to health assurance, where every citizen receives care with dignity and accountability.”
