DC Sachin Gupta launches “Padhe Rohtak – Likhe Rohtak” initiative
Deputy Commissioner Sachin Gupta formally launched the “Padhe Rohtak – Likhe Rohtak” (Read Rohtak – Write Rohtak) campaign today. The initiative is being carried out under the NIPUN Haryana Mission with the objective of strengthening Foundational Literacy and Numeracy (FLN) in all primary schools across the district so that every child attains proficiency in basic reading, writing, and arithmetic skills.

Rohtak, October 9, 2025: Deputy Commissioner Sachin Gupta formally launched the “Padhe Rohtak – Likhe Rohtak” (Read Rohtak – Write Rohtak) campaign today. The initiative is being carried out under the NIPUN Haryana Mission with the objective of strengthening Foundational Literacy and Numeracy (FLN) in all primary schools across the district so that every child attains proficiency in basic reading, writing, and arithmetic skills.
DC Sachin Gupta was interacting with officials from the Education Department, Women and Child Development, and Health Department at the Video Conference Hall in the Mini Secretariat, discussing innovative ideas. The Deputy Commissioner said that teachers, schools, and district teams must work collectively to ensure that no child is left behind in acquiring foundational skills. Although various activities under this initiative had already begun in August 2025, today marked its formal launch to ensure more structured and robust implementation across all blocks and clusters of the district.
DC Sachin Gupta explained that the Zero Period Competency Monitoring Program forms the core of this initiative, focusing on three major competencies among students from Classes 1 to 3 — Oral Reading Fluency (ORF), Reading Comprehension (RC), and Subtraction skills.
Deputy Commissioner Sachin Gupta stated that under this program, a special Zero Period is organized daily in all schools, during which students develop foundational skills through activity-based learning.
A Skill Passbook has been prepared for every child, documenting their weekly progress to ensure timely assistance for those needing additional support. The initiative is being implemented under the leadership of the District FLN Coordinator, with cooperation from education officers, block education officers, cluster heads, and block mentors.
A robust monitoring structure has been established to ensure regular review and assessment of progress at school, block, and district levels.
During the launch and review meeting, DC Sachin Gupta conducted a detailed review of progress made in the past two months. The meeting included in-depth discussions on Zero Period implementation, data recorded in Skill Passbooks, mentors’ observations, and strategies to bridge learning gaps.
He emphasized that the campaign represents a significant stride toward establishing a strong educational foundation for every child in Rohtak district. The joint efforts of teachers, mentors, education officers, and the FLN team have already yielded positive results. He added that this momentum must be sustained and accelerated to achieve the NIPUN goals effectively.
Deputy Commissioner Sachin Gupta instructed all BEOs, block mentors, and cluster heads to make field visits more frequent, ensure real-time data reporting, and focus particularly on improving the quality of teaching activities during the Zero Period. He reiterated that teachers, schools, and district teams must work together so that no child is deprived of basic learning skills.
On this occasion, the FLN Coordinator and officials from the Education Department shared that in the coming period, teacher capacity-building activities will be further strengthened, improved remedial strategies will be implemented, and best practices from high-performing schools will be replicated across others.
