DC Sachin Gupta instructs to prepare Development Work List Village-wise

He emphasized that efforts should also be made to promote cleanliness in villages and a detailed report of the Panchayati (shamlat) land should be prepared.

Rohtak, August 22, 2025: Deputy Commissioner Sachin Gupta, while reviewing development works in rural areas, directed officials to identify 10 facilities in each village that are essential for rural development. A village-wise list of development works for all 142 Gram Panchayats in the district should be prepared. He emphasized that efforts should also be made to promote cleanliness in villages and a detailed report of the Panchayati (shamlat) land should be prepared.
DC Sachin Gupta was reviewing the implementation of rural development schemes and development works with officers of the Development & Panchayat Department and Zila Parishad at the Mini Secretariat. He instructed officials to take necessary action for installation of street lights and sanitation in villages. Rural development works are being carried out through Gram Panchayat, Panchayat Samiti, and Zila Parishad. He also directed officers to share district-level and headquarters-level issues in review meetings so that they may be resolved quickly, thereby accelerating the pace of village development. Officials were asked to ensure transparency in their work.
The Deputy Commissioner further stated that, as per the government’s decision, the process of regularizing houses built on shamlat land for the past 20 years should be expedited, provided they are not located on public pathways or ponds. He instructed that tenders for rural development works should be issued in accordance with rules through the HEWPP portal, and that there should be no delay in allotment of tenders.
He said that for installation of street lights in rural areas, 51 villages have been selected in two phases. In the first phase, 26 villages were selected; work has been completed in 6 villages, while installation is ongoing in the remaining 20 villages. In the second phase, 25 villages were selected; work has been completed in 12 villages, while 13 are in progress. He added that approval has been received to develop 16 village peripheries (phirnis), out of which 7 have been completed and work on 9 is underway. Out of 26 villages, 24 villages now have women’s cultural centers, and necessary equipment has been provided in 17 of them.
The Deputy Commissioner said that selected villages in the district are being developed as model villages, under which village peripheries are being concretized, street lights and benches installed, etc. He also directed Block Development & Panchayat Officers to make arrangements for garbage collection and storage at designated sites in villages. He reviewed the progress of the Swachh Bharat Mission (Rural) and gave necessary directions to officials.
Chief Executive Officer of Zila Parishad, Pradeep Kaushik, provided detailed information regarding model villages and the Swachh Bharat Mission. District Development & Panchayat Officer Rajpal Chahal, X.En Panchayati Raj Department Naveen Kumar, and Block Development & Panchayat Officers also presented reports on village development works.
10-Point Agenda for Ideal Village Development
1. Clean & Green Streets – Ensure pothole-free streets, functional drains, regular cleaning, plantation drives, and development of parks/gyms.
2. Water Security & Management – Ensure availability of drinking water, rejuvenation of ponds, desilting, greywater management, and laying of pipelines/sewer lines as required.
3. Solid & Liquid Waste Management – Implement door-to-door collection, segregation, and disposal of solid waste. Establish biogas/Gobardhan plants and liquid waste management projects.
4. Smart Street Lighting & CCTV – Install/repair 100% LED street lights and ensure CCTV coverage at sensitive spots.
5. Digital & Educational Centers – Strengthen digital libraries, women’s cultural centers, gyms, and ensure repair/maintenance of schools and Anganwadis.
6. Restoration of Community Assets – Renovation of community halls, cremation grounds, bus queue shelters, Gram Secretariat buildings, and other community assets.
7. Health & Sanitation Infrastructure – Repair PHCs/sub-centers; ensure all public/community toilets and urinals are functional and clean.
8. Sports & Youth Engagement – Upgrade rural sports stadiums, open gyms, and promote youth clubs, sports, and cultural programs.
9. Green Energy & Sustainability – Promote solar street lights, renewable energy solutions, and eco-friendly biogas/waste-to-energy initiatives.
10. Inclusive Governance & Monitoring – Conduct social audits of village assets, prioritize works through Gram Sabha resolutions, and maintain digital dashboards for monitoring development.
