Ludhiana, October 30, 2026: A meeting on Mining related matters was held today under the chairmanship of the Deputy Commissioner-cum-District Magistrate, Ludhiana, at the Office of the Deputy Commissioner, to review the prevention of illegal mining, overloading of vehicles and violations in the transportation of mined material.
The Deputy Commissioner directed that no mining site in the district shall be allowed to operate until the Mining Department issues a Compliance Certificate confirming that all prescribed safeguards are in place at that site. No mining or transportation of mined material shall take place at any site without this certificate.
The safeguards required at every site include:
• Only tippers registered with the Mining Department, with valid number plates, functional GPS trackers and loads covered with tarpaulin, shall be allowed. The JE posted at the site will be personally accountable if any vehicle without a number plate leaves the site.
• No weighbridge slip or Form J shall be issued to any vehicle loaded beyond its registered carrying capacity.
• Vehicles shall ply only on the approved transport route, with the route map displayed on the windscreen. Gram Panchayats concerned shall be informed of the link roads in use.
• Mining shall be done only within the approved area and depth. Permanent boundary pillars shall be installed and their GPS coordinates mapped, and the SDMs shall verify the pillars at sites in their jurisdiction.
• A display board at each site shall show the contractor's details, site area, validity and permitted working hours, and mining supervisors shall remain present at the site during working hours.
Mining shall be permitted only from sunrise to sunset. Loaded trucks will be given a maximum of one hour after sunset to clear village link roads onto National or State Highways, after which no movement will be allowed on link roads. The Commissioner of Police and the SSPs of Ludhiana (Rural) and Khanna were requested to enforce these timings strictly. The installation of CCTV cameras at key entry and exit routes and the use of night-vision drones for surveillance will also be explored.
The Deputy Commissioner directed all departments to ensure strict compliance with immediate effect, and warned that any violation will invite strict action as per law.
