Congress Attacks Bhagwant Mann Government, Issues ‘Laanat Patra’ Over AAP’s Failures; Chief Minister Cannot Escape Accountability: Pargat Singh

Chandigarh, October 23, 2026: Ahead of the Punjab Assembly session, Punjab Pradesh Congress Committee (PPCC) President Pargat Singh and Leader of the Opposition in the Punjab Assembly Partap Singh Bajwa today issued a ‘Laanat Patra’ (Charter of Condemnation) against the Aam Aadmi Party government, holding Chief Minister Bhagwant Mann directly accountable for the deteriorating law-and-order situation and the government’s failures.

The two leaders announced that the ‘Laanat Patra’ would be handed over to Chief Minister Bhagwant Mann on the second day of the Assembly session. If the Chief Minister is absent from the House, the document will instead be handed over to AAP Punjab President Aman Arora.

The Congress leaders said that the government must be held accountable for serious concerns affecting Punjab, including gangster activity, drug trafficking, extortion demands targeting traders, and the safety of ordinary citizens. They asserted that the government cannot evade responsibility through mere statements and rhetoric. The Chief Minister must answer the people of Punjab on why the law-and-order situation is deteriorating and what concrete measures his government has taken to ensure public safety.

Congress Reiterates Its Stand on the Parminder Singh Jhota Case

Clarifying their stand on the Parminder Singh Jhota case, the Congress leaders said that, in accordance with the demands of the victim’s family, neither the post-mortem nor the last rites would be allowed to proceed until Chief Minister Bhagwant Mann resigns.

They said it is the government’s responsibility to fulfil the family’s demands, ensure justice, and fix accountability in the case. Instead of evading its responsibility, the government must answer the questions raised by the family and the public. The Congress leaders reiterated that the party’s struggle would continue until justice is delivered to the victim’s family.
